The twenty second regular meeting of the Hamburg Borough Council was held this evening at the Hamburg Municipal Center with President Richard Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present - Richard Boyd, Roy Heffner, Charles Figard, Leon Balthaser, Diana Edwards, Jeanette Heckman

Members Absent – Scott Kreider

Also Present – Lynda G. Albright, Borough Manager, Mayor Del Rosario, Solicitor John Speicher, Kim Y. Berger, Recording Secretary

Visitors –Chief Thomas Zelinsky, Jr., Nikki Murry (Hamburg Item), Brian Roy (Reading Eagle/Times)

A motion was made by Jeanette Heckman and seconded by Charles Figard to approve the amended agenda.

A motion was made by Roy Heffner and seconded by Diana Edwards to approve the minutes of November 13, 2000 meeting.

A motion was made by Jeanette Heckman and seconded by Roy Heffner to approve the following reports: Engineer’s Report, Finance Committee Report and Personnel Committee Report.

SANITARY SEWER SYSTEM

SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal for this time of year.

INDUSTRIAL INSPECTIONS

No issues this month.

MID-ATLANTIC CANNERS

No issues this month.

LOCAL LIMITS CALCULATIONS – No Change

SDE submitted calculations of new local limits to the EPA as required by the NPDES permit for the wastewater treatment plant. We are waiting for the EPA’s comments on this submission.

WINDSOR AUTHORITY

No issues this month.

WATER SYSTEM (COUNCIL: FOR INFORMATION ONLY)

WATER PRODUCTION

Water is currently flowing over the spillway. Unfortunately, the filtration plant is still out of service. New and repaired parts have been delivered. Roberts Filter Group is scheduled to make repairs at the plant on December 4th.

PROJECTS IN PROGRESS

The following items are currently being worked on:

EAP Reports

Modification of the Drinking Water Plant

SDE is completing bid documents for the new sludge pumps. The project will be advertised for bid in the near future.

SUBDIVISIONS/LDP

Reppert Subdivision will be discussed at the meeting.

PERSONNEL COMMITTEE REPORT

Persons present:

Jeanette Heckman, Rick Boyd, Diane Edwards, Charles Figard, Lynda Albright, Scott Kreider.

Business Discussed:

1. Resignation of Michael O'Rourke from zoning committee due to an upcoming move

2. Salary and benefits were reviewed for next year's budget.

3. Discussed appropriate starting salary for Accounts Payable Clerk.

4. Recreation director Lewis Shollenberger resignation submitted. Tonya Gerner will be in to discuss the position with Lynda soon as her studies allow.

5. Former office employee has filed for unemployment compensation.

Appeals pending.

6. Building/zoning position may be brought up at next council for discussion and permanent part-time status.

7. Pat Mulqueen's disability status discussed.

8. Bob Mengle is requesting heart and lung benefits. We have attorney Speicher looking into appeal as regards medical benefits.

9. Interviewed Hettie Reigel for service to the Civil Service Commission.

10. Borough manager will be willing to be excluded from the buy back for

vacation benefits.

Finance Committee Report
Monday, November 13, 2000

Attending: Scott Kreider, Jeanette Heckman, Roy Heffner and Lynda Albright

Borough Manager, Lynda Albright, informed the Committee in a brief meeting that preparations for the 2001 budget are underway and must be preliminarily available by the November 22 Borough Council meeting, in order to allow for 30 day public review and Council review.

Mrs. Albright also informed us that expenditures are approximately $85,000 over expected revenues. This is due to some out of the ordinary costs, which are not typical in other years (workers comp, police pension, pool leak costs (sewer/water) fire company)

She and the committee are looking for answers to balancing the budget.

Some suggestions or thoughts given:

a. Tax increase (1/2 mil = $75,000)

b. Wage increases (minimize or eliminate)

c. Spending freeze on unnecessary items

OLD BUSINESS

On the recommendation of the Personnel Committee, a motion was made by Roy Heffner and seconded by Charles Figard to accept the resignation of Lewis Shollenberger as Recreation Director for the Borough of Hamburg, effective 12/31/00, with regret.

NEW BUSINESS

On the recommendation of the Finance Committee, a motion was made by Roy Heffner and seconded by Charles Figard to tentatively approve the General budget for 2001 in the amount of $2,121,800, which includes a .5 mill increase.

On the recommendation of the Finance Committee, a motion was made by Jeanette Heckman and seconded by Roy Heffner to direct the Borough Manager to prepare and advertise the Tax Ordinance for 2001 at 2.5 mills for general operating expense and .5 mill for capital reserve.

On the recommendation of the Personnel Committee, a motion was made by Leon Balthaser and seconded by Diana Edwards to appoint Hettie Riegel as a member of the Civil Service Commission, term will run until 12/31/05.

On the recommendation of the Personnel Committee, a motion was made by Jeanette Heckman and seconded by Leon Balthaser to appoint Tonya Gerner as the Recreation Director effective 1/1/01 at a salary of $9,000.00.

On the recommendation of the Safety Committee, a motion was made by Charles Figard and seconded by Roy Heffner to authorize Chief Zelinsky to proceed with the necessary steps to return the police force to its previous strength of seven full-time and two part-time officers.

Discussion: The question was asked if it has been tough to cover the shifts. Chief Zelinsky stated that it has been extremely tough. Manager Albright stated that this is not included in the preliminary budget and the budget will have to be revised to accommodate these changes.)

SOLICITOR’S REPORT

Solicitor Speicher stated that he received a request from the Cable Company to approve a transfer from TCI to Comcast.

A motion was made by Leon Balthaser and seconded by Charles Figard to approve the resolution involving the transfer of the cable system from TCI to ComCast condition upon Comcast paying all franchise fees according to law.

Solicitor Speicher also stated that he and Charles Fitzpatrick have not been able to communicate in reference to the Lease Agreement being prepared between the Authority and Borough for the Authority’s use of the building for administrative purposes. Solicitor Speicher has some concerns on the wording Mr. Fitzpatrick has included in this document but will continue to try to get this matter resolved quickly.
