MINUTES FROM THE SEPTEMBER 27, 2000 COUNCIL MEETING The eighteenth regular meeting of the
Hamburg Borough Council was held this evening at the Hamburg Municipal Center
with President Richard Boyd presiding. The
meeting was opened with Pledge of Allegiance to the Flag and a Prayer. Members Present -

TO AUDIENCE Chief Zelinsky presented an award to
Officer Mengle for achievement for the capture of a felon. Officer Leymeister also helped in the arrest, however, was
not present to receive an award. A motion was made by Roy Heffner and
seconded by Jeanette Heckman to approve the minutes of September 11, 2000

REPORT SANITARY SEWER
SYSTEM Flows at the plant are
normal for this time of year. Work
related to the water utility line leak near the chlorine tank is complete with
the exception of blacktop repairs. In
October, SDE will be prepared to advertise for bids on the additional pump
required to mix aerobic sludge with anaerobic sludge before pressing.
We have determined that
the Dosfolat trial has not shown significant results at the plant.
Our main goal was to improve the settleability of the sludge, reduce the
volume of sludge wasted from the treatment process and increase the percent
solids of the aerobic sludge. Unfortunately,
we have not achieved these results with the product. ·
INDUSTRIAL
INSPECTIONS SDE prepared an
industrial user permit for Penn Steel. It
will be presented at the meeting for approval. ·
MID-ATLANTIC CANNERS ·
LOCAL
LIMITS CALCULATIONS – No Change SDE submitted
calculations of new local limits to the EPA as required by the NPDES permit for
the wastewater treatment plant. We
are waiting for the EPA’s comments on this submission. Systems Design
Engineering met with Charles Fitzpatrick on rewriting the rules and regulations
for the Authority. WATER
SYSTEM (COUNCIL: FOR INFORMATION ONLY) At the time of
this report, Friday, September 15th, the filtration plant in out of service.
The plant’s electrical system was damaged during the storm which
occurred on Thursday evening. SDE is working with the operators to correct the problems and
bring the plant back on line. A fuse was
replaced at well number 5 this month. It
was determined that this solved the problems encountered last month.
However, problems were encountered on Friday, September 15th when the
well was started. SDE is working with the operators to solve the problem. ·

SUBDIVISIONS/LDP Hamburg Family Practice – Our
review letter dated 9-20-00 is attached. We
do not recommend approval of this plan until the items contained in our review
letter are properly addressed. PERSONNEL
COMMITTEE REPORT Recommend to accept with regret resignations received from Glenn McNeil,
Planning Commission and Guy Ketch, Civil Service Commission.
Search for replacement on these two boards. Discussed advertising for replacing Pat Mulqueen. Decided to recommend a change in name in
police department from police clerk to administrative assistant. Respectfully submitted, J. Heckman SAFETY
COMMITTEE REPORT On September 19, 2000 at 7 p.m., the Safety Committee met in the Council
Caucus room. The topics of
discussion and recommendations are listed below. RECOMMENDATIONS:
DISCUSSIONS 1.
Chief
Zelinsky will officially retire the radio and badge designations of Officer John
A. Ayello (Unit numbers 76-29 and badge number 4) 2.
A
request for handicap parking was made for the resident at 547 S. 4th
Street. Since the resident did not
make the actual request, nor do they meet Borough requirements, the application
was denied. 3.
Chief
Zelinsky is currently working on appointing Happy Long as the departments Police
Chaplain. This is a voluntary
position and Mr. Long has provided a resume with lengthy list qualifications. 4.
Chief
Zelinsky is following up on the damage done to the traffic signal pole at S. 4th
and Pine Streets. A truck struck
the pole earlier this month. 5.
Chief
Zelinsky advised us of a PCCD grant that may be available to the Police
department to upgrade their computers with the county wide software program. 6.
Chief
Zelinsky has expressed sincere concern over the manpower shortage with the
department. Since Chief Zelinsky
has filled the office of Police Chief, and with the great loss of Officer John
Ayello, the department is now at 5 full time officers and 3 part time officers.
Chief Zelinsky would like to add another part time officer to the force
to help cover shifts. 7.
Borough
Council needs to seriously consider the possibility of adding 2 or 3 full time
officers with the assistance of grants with the next year.
We will not be able to provide the coverage in the past without them. Respectfully submitted, Roy C. Del
Rosario, Chairman OLD BUSINESS On the recommendation of the Safety
Committee, a motion was made by Leon Balthaser and seconded by Roy Del Rosario
to extend for another 90 day period, the handicapped parking space at 522 S. 5th

L. Balthaser NEW BUSINESS Council President Boyd and also
acting Mayor read a proclamation naming Monday, October 30 and Tuesday, October
31 from 6 p.m. to 9 p.m. as the official Trick or Treat nights for the Borough
of Hamburg. On the recommendation of the
Personnel Committee, a motion was made by Charles Figard and seconded by Leon
Balthaser to accept the resignations with regret of Glenn McNeil as Chairman and
member of the Planning Commission and Guy Ketch as a member of the Civil Service
Commission and authorize the Borough Manager to send them each a letter of
appreciation and thanks. ROLL CALL:

L. Balthaser On the recommendation of the Personnel
Committee, a motion was made by Jeanette Heckman and seconded by Charles Figard
to change the position of the Police Clerk to Police Administrative Assistant.
(This action will not require a salary increase, only a title change.)
(Councilman Del Rosario questioned why it
needed to be changed. It was stated
that she does more than just clerk work.) ROLL CALL:

Committee, a motion was made by Jeanette Heckman and seconded by Roy Heffner
naming the Hamburg American Legion Community Ambulance Service as the Borough of
Hamburg’s Emergency Medical Service provider. ROLL CALL:

seconded by Roy Del Rosario to give final plan approval for the Hamburg Family
Practice Land Development plan, provided all conditions are met as required by
both the Hamburg Planning Commission, Great Valley Consultants and the Hamburg
Municipal Authority. Also with the
requested waiver requirements to change the scale from 50 to 1 to 30 to 1. ROLL CALL:

13.00 SOLICITOR’S REPORT Solicitor Speicher stated that he knows that Joan London is working with
the Commonwealth regarding the pension issue – apparently the only issue
remaining is with the uniform pension (police pension).
He also mentioned that the “Order to Show Cause” Solicitor Speicher stated that he received a proposed noise ordinance and
his comments will be forthcoming. In reference to the traffic signal pole at 4th and Pine Streets
that was struck by a tractor trailer, Solicitor Speicher
stated that all the damage should be paid by the trucker’s insurance. UPCOMING MEETINGS/INFORMATION October
2, 2000 – Rec Board meeting – 7 p.m. Certification of MMO’S by Chief
Administrative Officer for both pension plans presented
to the governing body this date as follows:
Police - $33,254.00 and
Non-uniformed - $20,792.00. Councilman Balthaser stated that Mayor
Dengler will be sadly missed and that with the passing of Mayor Dengler what is
the next step. Council has 30 days
to appoint, and will appoint on the recommendation of the Personnel Committee.
The following possible dates were named
to meet with PA DOT officials regarding the I-78 project – October 2, 3, 24,
30 or 31 all at 4 p.m. There being no further business, the meeting adjourned at 8:15 p.m. on motion of Roy Del Rosario. ATTEST:
