MINUTES FROM THE OCTOBER 23, 2002 COUNCIL MEETING

The twentieth regular meeting of the Hamburg Borough Council for 2002 was held this evening at the Hamburg Municipal Center with President Rick Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Diana Edwards and seconded by Charles Figard to approve the amended agenda.

A motion was made by Roy Heffner and seconded by Jeanette Heckman to approve the minutes of the October 14, 2002 meeting.

A motion was made by Jeanette Heckman and seconded by Charles Figard to approve the following reports: Engineer’s Report, Finance Committee, Personnel Committee and Safety Committee Report.

(Question: Safety Committee Report - Councilman Schlenker questioned if the person who wanted the yellow curbing was contacted and told the decision. Chief Zelinsky contacted him and there is still an issue and this will be brought up at the next Safety Committee. Councilman Figard questioned the level of the reservoir and the Borough Manager indicated it has gone up quite a bit an we are now using surface water.)

ENGINEER'S REPORT
October 10, 2002

SANITARY SEWER SYSTEM

SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal to low for this time of year. Treatment is within normal parameters. Routine maintenance is being completed. Repairs to the mechanical aerator and primary digester sludge mixer are current projects.

The equipment for the dechlorination system has been installed. The dechlorination system is running in the automatic mode and the equipment to pace the chlorine is currently being installed.

EDENBURG P.S.-(no change)

Contracts for televising have been complied and executed. We are delaying the start of the contract until we get some rain to allow better conditions for televising and repairing the manholes.

SPECIFICATIONS

The solicitor and Systems Design Engineering, Inc. are meeting to bring the draft specifications to completion.

TILDEN TOWNSHIP ACT 537

At the September meeting representatives for Tilden Township presented estimated capacity requirements for their future projects. Systems Design Engineering, Inc. had reviewed this request and the Hamburg Wastewater Treatment Plant Unit Capacity Analysis completed in 1999. A report will be presented on this subject.

WATER SYSTEM

WATER PRODUCTION

The level of the impoundment dam remains between the upper and lower intake. The past rainfall has only increased the level of the dam by about 1 foot. All the production if from the Authority’s wells.

WATER PROJECTS

The blow off project is continuing. The separator has been ordered and the project will be completed when it arrives.

The Impoundment Dam Inspection Report is being completed for the end of the year submittal.

NPDES PERMIT RENEWAL-(no change)

Systems Design Engineering, Inc. has submitted the additional test analyses requested by DEP. The permit is being reviewed.

HAMBURG CENTER

The Authority has been supplying water to the Center since the middle of August. There are no engineering problems to report. Use is approximately 60,000 gallons per day.

FINANCE COMMITTEE

1. Lynda distributed a PRELIMINARY BUDGET for the year 2003. There are quite a few anticipated expenses that have not been received as of this date, health insurance being just one. Discussion ensued with no decisions being made. The Committee has decided to wait for all input before making any recommendations.

2. The Union Fire Co. met with representatives of Hamburg, Tilden and Windsor municipalities to discuss the fire company’s funding difficulties. Much discussion centered on value of property protected. A .2 mil of taxable property value income (fire-Tax) was viewed as a starting point. Although the "fire-tax" was discussed, it was felt that funding could be provided from existing income sources. A fire Company Municipal Review Committee needs to be formed with representatives from each municipality as a consulting and review committee for the fire company.

PERSONNEL COMMITTEE REPORT

October 8, 2002 – 6 p.m.

Recommend reappointing Buck Holtzman as the North Berks Recreation Group representative from Hamburg

                                 SAFETY COMMITTEE

The committee met at 7:00 pm on Tuesday, 15 October, with the following persons present: Chief Zelinsky, Dale Schlenker, Leon Balthaser, Rick Boyd and Chuck Figard.

Following items were discussed:

A request for yellow paint on curbing at a residential location on S. 7th Street was denied. There was no safety issue involved.

A complaint about speeding on Island Street was to be heard, but no person appeared to present the matter to the committee.

Borough police continue in the efforts to rid the borough of unlicensed or uninspected vehicles.

Business concluded at 7:45.

A motion was made by Roy Heffner and seconded by Charles Figard to accept and execute the updated Promulgation and Resolution for EMA.

On the recommendation of the Personnel Committee, a motion was made by Jeanette Heckman and seconded by Leon Balthaser appointing Harold "Buck" Holtzman as the Borough’s delegate to the North Berks Recreation Corp. for 2003.

On the recommendation of the Borough Manager, a motion was made by Roy Heffner and seconded by Dale Schlenker approving the Annual Agreement with the Animal Rescue League for 2003, with a contribution of $300.00 to be paid in 2003.

On the recommendation of the Borough Manager, a motion was made by Roy Heffner and seconded by Jeanette Heckman authorizing the Borough Manager to advertise an amendment to the Earned Income Tax Ordinance to allow for electronic reporting as required the Berks Earned Income Tax Office effective in 2003.

SOLICITOR’S REPORT

Solicitor Speicher reported that he has received information from the police pension administrator that there have been changes to the Act, which may impact the John Ayello case. The widow may now be entitled to benefits. The Auditor General is reviewing this and will give an opinion in the next month or so. He is working on calculations for the Council to see.
