MINUTES FROM THE DECEMBER 9, 2002 MEETING OF BOROUGH COUNCIL

The twenty-third regular meeting of the Hamburg Borough Council for 2002 of the Hamburg Borough Council was held this evening at the Hamburg Municipal Center with Vice-President Roy Heffner presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Diana Edwards and seconded by Dale Schlenker to approve the amended agenda.

BOROUGH MANAGERS REPORT
NOVEMBER, 2002

The Borough Manager’s activities for the month of November, 2002 included the following:

Held two staff meeting to discuss various issues.

Much time was spent revamping the 2003 proposed budget for presentation to the Finance Committee. Bids for trash and recycling were opened, however, the trash bids were rejected and time was spent with Kim making amendments to the trash specs and having them readvertised. Bids are scheduled to be opened at the December 9 meeting of Borough Council.

Also spent time working on the Authority’s 2003 proposed Water and Sewer Budgets. Will be meeting with the Authority in the near future to review both budgets.

Attended a meeting with the Berks County Municipal Insurance Group regarding the Borough’s medical insurance for next year. Our insurance carrier will be Blue Cross for 2003-2004 and rates have been established, better than expected. We will continue with about 99% of the current coverage and participating doctors and hospitals.

Met with a representative from Spotts, Stevens and McCoy to discuss various ideas for municipal services that may be available to the borough, etc.

Also, met with representatives from Spotts, Stevens and McCoy to discuss the problems at the pool. They will be submitting a quote to provide a proposal for a permanent fix to the pool.

Had several meetings with John Leonforte, Building/Zoning Officer todiscuss issues directly related to building, zoning, property mtce., as well as updating on several situations that he is currently working on.

Time was also spent working on a personnel related issue.

In addition to the two regular council meetings, attended Authority, Personnel, Finance, and Property committee meetings.

PUBLIC WORKS SUPT. REPORT
NOVEMBER 2002

AUTHORITY PROJECTS

The crew pulled stumps and cut brush at the reservoir behind the dam. This was quite a project.

There was a water leak at 4th and Pine Streets. The 4" main was repaired in very little time.

GENERAL WORK

During November there was a lot of time spent cleaning up leaves around the borough. With the warm temperatures, leaves fell later than normal. We cleaned up leaves that the park.

The Garage roof was painted and we changed oil in the trucks and prepared them for the winter.

The crew started to cut the brush along the roads.

The crew completed putting the park things away for the winter and started winterizing the bathrooms. This could not be completed due to the soccer season.

Time was spent sealing cracks in the streets and cleaning the shoulders on Port Clinton Avenue and Mountain Avenue.

Cold patching around the borough continues.

Completed installation o the electric line at the 4th and Pine parking lot.

Water & Wastewater Superintendent’s Report
November 2002

Wastewater

We have applied for laboratory registration as required by the latest certification statutes. This is the same legislation governing certification of operators and operation of water and wastewater treatment plants.

The #2 digester recirculation pump has been repaired and is back in service. Parts are in for the digester grinder pump located on top of the primary digester and it should be repaired and be put back in service shortly. The #2 raw sewage pump has been removed for seal and bearing replacement.

Video Pipe has completed the televising and inspection of the sewer mains in Edenburg. There were few problems in the mains but there are several manholes leaking badly. The engineer is evaluating several different technologies for their repair.

We had another incident of surcharging the pumping stations at both Edenburg and Ridge lawn. PaDEP was notified and an inspector was came out to Edenburg. The overflow did not reach the creek.

The emergency generator at the main pumping station was proving difficult to start. We had a tune up done and replaced the battery.

Water

All water for the month was from the surface source. Flow into the dam is very good.

In an effort to become "grandfather" we have conducted sampling for radio nuclides on both entry points to the distribution system.

A leak was repaired at 4th and Pine Sts. We believe it was caused by the heavy traffic detoured from I-78 on 11/6/02.

We are now being required to monitor combined effluent turbidity as well as individual filter turbidity at the Water Filtration Plant. To that end we have installed a turbidimeter and are evaluating options for recording that data.

I am working with the engineer on conducting a vulnerability assessment of the entire water system as required by the federal government.

OFFICE MANAGER’S REPORT
NOVEMBER 2002

During the month of November, I attended two Council meetings, one Special Council meeting, one EMA, one Civil Service Commission meeting and one staff meeting.

Minutes for the council meetings, EMA, Civil Service and staff meeting were typed and distributed.

Various documents were researched, including Authority items.

Took a trip to the Federal Surplus house and purchased a few items.

Completed paperwork for the water leak at 4th and Pine Streets.

A lot of time was spent working on budget and revamping reports.

Pictures were taken of the pool cover and submitted to Meyco Products for an estimate on cost of repairs.

Spent time preparing for 2003. File folders, committee dates, staff meeting dates, EMA dates, Board dates, etc.

Took pictures of the dump truck after being struck at 4th and Maple Streets.

Worked on various letters including workman’s compensation, dog complaints, closing dates for the bank, memos etc.

Time was spent working on trash and recycling bids and then revamping specifications and proposal for trash to rebid it.

Various estimated treasurer’s reports and estimated revenues and expenses were done.

Prepared OPT letters and forms to be delivered mid-December.

Completed Act 339 report for Authority.

Revamped the street sweeping schedule for 2003 and prepared signs and information for 2003 dog licenses.
