MINUTES FROM THE FEBRUARY 27, 2002 COUNCIL MEETING

The fourth regular meeting of the Hamburg Borough Council for 2002 was held this evening at the Hamburg Municipal Center with President Richard Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Charles Figard and seconded by Diana Edwards to approve the amended agenda.

A motion was made by Roy Heffner and seconded by Diana Edwards to approve the minutes of the February 11, 2002 meeting.

ENGINEER'S REPORT

February 20, 2002

 

SANITARY SEWER SYSTEM

· SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal to low for this time of year. Treatment is within normal parameters. The staff is fighting the typical problems of winter and is handling it well.

· MID-ATLANTIC CANNERS

Monthly iron tests are still in the high range. Working with MACA on this issue.

EDENBURG P.S.

Systems Design Engineering, Inc. has revised design parameters for the pump station for Hydro-Numatic Sales to provide a quote. We are evaluating the increased horsepower and electrical requirements to determine of the service and generator can handle them.

WATER SYSTEM

WATER PRODUCTION

The impoundment dam is near full. Plant personnel are planning on re-starting the filtration plant early in the week of February 18, 2002.

The blow off project is continuing with most of the materials received. An automatic blow off valve is being designed.

NPDES PERMIT RENEWAL

Systems Design Engineering, Inc. has completed the renewal permit for the clarifier discharge at the water treatment plant. (NO CHANGE)

HAMBURG CENTER

Systems Design Engineering, Inc. will update the board on the issues to date. We have received the appraisal for the land and are waiting for the tank appraisal.

SUBDIVISIONS/LDP

Wyndcliffe II – the contractor has broken ground and is installing water and sewer lines.

SAFETY COMMITTEE

The committee met at 7:00 p.m. on Tuesday 19 February. The following were present:

Rick Boyd, Roy Heffner, Dale Schlenker, Leon Balthaser, Diana Edwards, chief Zelinsky, Lynda Albright and Chuck Figard.

Items Discussed:

DARE

More time has been allocated to this program than the Borough is receiving in compensation for the police officer’s time. The Chief will discuss the matter with Dr. Miller, with the goal of reducing the officer’s time on the subject.

MANPOWER

Chief Zelinsky requested the committee reconsider the Borough’s police officer shortage, stating the expected police academy graduation at William Kramer should temporarily satisfy our needs and postpone the hiring of part-time employees. In addition, overtime may be used to alleviate the situation.

PA-LEMIS

The police department’s current records management system (VPD) should be replaced, since it is a unique system, has no manual in existence, and no widespread maintenance backup for repairs. Chief Zelinsky recommended the PA-LEMIS be utilized by the Borough rather than VPD due to VPD’s maintenance difficulties. The CODY system in use by many Berks CO. police departments is too expensive ($34,000) for the Borough to consider, and its maintenance is also expensive.

The committee directed Chief Zelinsky to proceed with installation of PA-LEMIS.

DAYTIME CURFEW

The committee was asked to read a news item concerning daytime curfew for suspended school students. No action recommended until studied further.

RAVE ORDINANCE

Chief Zelinsky reminded committee of the need for an ordinance defining the limits, and requirements to be met, before a Rave concert can be held. this action would prevent recurrence of Hamburg’s first encounter with Rave promoters.

REPPERT’S AUTO SERVICE

Council will be requested to approve addition of Reppert’s to the ordinance concerning towing and impoundment of vehicles.

PERSONNEL COMMITTEE REPORT

FEBRUARY 12, 2002 - 6:00 P.M.

 

Discussed the hiring of park/pool personnel needed for the 2002 summer season as recommended by Borough Manager. Personnel Committee to recommend the hiring of these people as listed on the agenda.

Discussed the hiring of Kim Cherry as Sewer Plant Operator and Lynn Ernst as Accounting Clerk, both as regular full-time employees having successfully completed their six-month probation, to receive $.50/hr. increase and to be retroactive to February 1, 2002 as recommended by Borough Manager. Personnel Committee will make this recommendation.

Recommend Council accept Dale Schlenker’s resignation as a member of the Hamburg Planning Commission.

Recommend Council appoint Hank Clarke as a member of the Hamburg Planning commission.

Also, recommend Council appoint Roger Kuhns as a member of the Hamburg Municipal Authority, term ending 2002.

Borough Manager updated committee on the outstanding workers comp. death benefit for John Ayello. A decision will be made by early spring.

ROAD COMMITTEE

February 19, 2002

6:00 PM 

Attendance: Lynda Albright, Borough Manager, Rick Pickel, Public Works Supervisor, Leon Balthaser, Dale Schlenker, Rick Boyd, Roy Heffner, Chuck Figard and Diana Edwards. 

The Borough of Hamburg is eligible for $7,429.52 of County Liquid Fuels Funding to be used in the year 2002. The Road Committee will ask for Council to approve this application with funding being allocated to the installation of guide rails along Port Clinton Avenue and the balance used towards other paving projects.  

Rick Pickel discussed road and alley conditions. Combining road projects will save money on the costs of equipment and supplies.  

Discussion continued on the traffic light situations at 4th & Hawk Ridge, 4th & Windsor Street and 4th & Route 61.

On the recommendation of the Chief of Police, a motion was made by Diana Edwards and seconded by Roy Heffner to hire Beatrice Kelley as a Crossing Guard at a rate of $10.00 per day.

On the recommendation of the Personnel Committee, a motion was made by Jeanette Heckman and seconded by Charles Figard to take the following actions:

To accept Dale Schlenker’s resignation as a member of the Planning Commission with regret.

To appoint Hank Clarke as a member of the Hamburg Planning Commission until term ends on 12/31/05.

To appoint Roger Kuhns as a member of the Hamburg Municipal Authority to fill the unexpired term created by the resignation of Jeff Rodenroth, term ending 12/31/02.

To hire the following as summer help at the Hamburg Park and Pool this summer season: Bradley Biehl, Anne Boran, Nicholas Buono, Raynore Clark, Kenny Freeman, Ashley Freymoyer, Joshua Gruver, Rebecca Harrison, Shara Kershner, Kristen Ketch, Andrew Kozlowski, Christopher Leslie, Lyndsey Mazaika, Robert Moyer, III, Joseph Pugliese, Lauren Smith, Ashley Trabosh, Deidre Werner, Vivian Zweizig, Aimee Benfer, Jacey Brobst, Troy Adams, Shelby Heckman, Michael Ketch, Zachary Romig, Laura Samide and Aaron Wetzel.

On the recommendation of the Borough Manager, a motion was made by Jeanette Heckman and seconded by Diana Edwards to exonerate the following amounts from the per capita tax roles: Deceased - $90.00, Disabled - $20.00, Does Not Exist - $20.00, Duplicate - $50.00, Paid Elsewhere - $30.00, Military - $80.00 and Moved - $1,740.00 for a total of $2,030.00.

On the recommendation of the Borough Manager, a motion was made by Jeanette Heckman and seconded by Leon Balthaser to permit St. John’s Lutheran Church to hold their annual Palm Sunday walk on Sunday, March 24, 2002 from 9:45 a.m. to 10:30 a.m. (Police would be needed for walkers starting at 9:30 a.m.)
