MINUTES FROM THE MARCH 27, 2002 MEETING OF HAMBURG BOROUGH COUNCIL

The sixth regular meeting of the Hamburg Borough Council for 2002 was held this evening at the Hamburg Municipal Center with Vice-President Roy Heffner presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present -Roy Heffner, Leon Balthaser, Diana Edwards, Jeanette Heckman, Charles Figard, Dale Schlenker

Members Absent –Rick Boyd

A motion was made by Jeanette Heckman and seconded by Diana Edwards to approve the amended agenda, including a presentation by Mayor Del Rosario

COURTESY TO AUDIENCE

Chief Zelinsky introduced Jim Loy from the Masons who donated a lot of money for the communication system and wanted to publicly thank them.

A motion was made by Leon Balthaser and seconded by Dale Schlenker to approve the minutes of the March 11, 2002 meeting.

ENGINEER'S REPORT
March 20, 2002

SANITARY SEWER SYSTEM

· SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal to low for this time of year. Treatment is within normal parameters. The staff is fighting the typical problems of winter and is handling it well. Proposals have been solicited for a dechlorination system. This topic will be discussed in further detail at the meeting.

The Chapter 94 – Wasteload Management Report will be distributed and discussed at the meeting.

· MID-ATLANTIC CANNERS

Monthly iron tests are still in the high range. We are working with MACA on this issue.

MACA informed Systems Design Engineering, Inc. that flows from their plant will be

significantly reduced after May 31st. The financial impact of this will be discussed at the

meeting.

EDENBURG P.S.

Systems Design Engineering, Inc. has revised design parameters for the pump station for Hydro-Numatic Sales to provide a quote. We are evaluating the increased horsepower and electrical requirements to determine of the service and generator can handle them. Budgetary costs will be discussed at the meeting.

WATER SYSTEM

WATER PRODUCTION

The impoundment dam is full. Plant personnel are re-starting the filtration plant with minimal problems. Most of the drinking water is being supplied by the reservoir (with exception of the day diving of the clear well took place).

WATER PROJECTS

The blow off project is continuing with most of the materials received. An automatic blow off valve is being designed.

Revisions to the chlorine system at the filtration plant have been evaluated and will be discussed at the meeting.

A revised Drought Contingency Plan was sent to the PA DEP. A copy will be distributed at the meeting.

Diving of the clear well at the water filtration plant took place. It was determined that the cover over the batten board which holds the liner against the vertical to horizontal interface has failed. Systems Design Engineering, Inc. is evaluating the problem and are contacting the liner company to determine repair and warranty conditions. Pictures and a video will be available at the meeting.

Operating personnel have requested the installation of a fire hydrant/blow-off upstream of the PRV at the water filtration plant. This will be discussed at the meeting.

NPDES PERMIT RENEWAL

Systems Design Engineering, Inc. has completed the renewal permit for the clarifier discharge at the water treatment plant. A letter from the PA DEP deemed the application administratively complete. It is now in the process of technical review.

HAMBURG CENTER

Systems Design Engineering, Inc. received the appraisal for the tank. All issues related to this project will be discussed at the meeting.

SUBDIVISIONS/LDP

Wyndcliffe II – Systems Design Engineering, Inc. is working with Hamburg personnel and the developer to make all necessary water connections.

Heck Subdivision – This subdivision will be discussed at the meeting.

SAFETY COMMITTEE

The committee met at 4:00 p.m. on Tuesday 19 March. following persons were present: Kim Berger, Leon Balthaser, Rick Boyd, Mayor Del Rosario, Diana Edwards, Chief Zelinsky and Chuck Figard.

The below listed items were discussed:

ARTS FESTIVAL & SIDEWALK SALE

The Hamburg Business Association requested traffic be blocked on 4th St. from Pine to State and State St. from 4th to 3rd St for the annual events of Arts Festival on Saturday May 18 and the Sidewalk Sale on Saturday August 10. Approval recommended to Council.

STOP SIGN REQUEST

Request for a stop sign at 3rd and Windsor was denied until further traffic checks are made. Chief Zelinsky will increase police presence in the area in an effort to reduce speeding, which prompted the request..

K-9 POLICE VEHICLE

The subject vehicle is inoperable due to a blown head gasket. Due to age and accumulated mileage the Ford is not considered suitable for expensive repairs. A decision will be made on how to dispose of the car after Chief Zelinsky determines the best way to handle the matter.

INTERSTATE SIGN

A Penn Dot directional sign is needed to paint the way to I-78 for those drivers who have difficulty returning to the highway after exiting for services. The Borough Manager will send a request to Penn Dot stating what is needed and where it is to be placed.

At this time, Mayor Del Rosario presented Sgt. Painter and Officer Doug Williams with commendations for their investigation and capture of a bank robber from Muhlenburg Township.

NEW BUSINESS

On the recommendation of the Safety Committee, a motion was made by Leon Balthaser and seconded by Diana Edwards giving approval for the Greater Hamburg Business Association to hold their annual Arts Festival on Saturday, May 18, 2002 from 10 a.m. to 2 p.m. and to close off 4th Street from Pine to State Street and State Street from 3rd to 4th Streets and to allow parking of vendors and patrons on the municipal lot in excess of the two hour limit without receiving a ticket.

On the recommendation of the Personnel Committee, a motion was made by Charles Figard and seconded by Diana Edwards to hire Bethany Emes as a park/pool employee for the 2002 summer season.

On the recommendation of the Borough Manager, a motion was made by Diana Edwards and seconded by Jeanette Heckman to execute the amendment to the agreement with County of Berks for the CDBG funding for 2001-2002. (Amendments include extending length of agreement from June 30, 2002 to June 30,2003 and replacing some of the areas of storm sewer installation).

On the recommendation of the Chief of Police, a motion was made by Jeanette Heckman and seconded by Charles Figard to hire Darlene Miller as a crossing guard at a rate of $11.00/day.

Borough Manager Lynda Albright publicly thanked Kim Berger, Office Manager for taking charge of operations during the last week when Lynda was out for emergency leave.
