MINUTES FROM THE APRIL 24, 2002 MEETING OF BOROUGH COUNCIL

The eighth regular meeting of the Hamburg Borough Council for 2002 was held this evening at the Hamburg Municipal Center with President Rick Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Absent –None

A motion was made by Diana Edwards and seconded by Roy Heffner to approve the amended agenda.

A motion was made by Roy Heffner and seconded by Jeanette Heckman to approve the minutes of the April 8, 2002 meeting.

A motion was made by Jeanette Heckman and seconded by Charles Figard to approve the following reports: Engineer’s Report, Finance Committee and Safety Committee, (Charles Figard made a correction on the Safety Report – it is to state Police accreditation through the Law Enforcement Accreditation.) Manager Albright wanted to thank Kim for her perseverance in getting the pool fixed.

ENGINEER'S REPORT
April 17, 2002

SANITARY SEWER SYSTEM

· SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal to low for this time of year. Treatment is within normal parameters.

The equipment for the dechlorination system has been ordered.

The Chapter 94 – Wasteload Management Report was forwarded to DEP.

· MID-ATLANTIC CANNERS

 

John Manske has been out of town till April 10, 2002. Systems Design Engineering, Inc.

is scheduling a meeting to discuss future production and treatment costs.

EDENBURG P.S.

Systems Design Engineering, Inc. has prepared bid documents to televise and test the old system in Edenburg Manor. Bids will be received at the May meeting.

 

WATER SYSTEM

WATER PRODUCTION

The impoundment dam is full. The filter plant has been supplying most of the water to the system for this report period. During routine maintenance to the filters, a problem has been discovered in the upflow clarifier, which has caused media to drop below the support screens. All the media has to be removed from the clarifier to determine the cause and repair the problem. The wells have been supplying water to the system since April 10, 2002.

WATER PROJECTS

The blow off project is continuing with most of the materials received. An automatic blow off valve is being designed with receipt of pressure differentials supplied by plant staff.

A booster pump has been ordered to directly inject the chlorine into the distribution system versus the clear well and will be installed when received.

The small patch repairs to the cover of the clear well out at the filtration plant are progressing.

NPDES PERMIT RENEWAL (no change)

Systems Design Engineering, Inc. has completed the renewal permit for the clarifier discharge at the water treatment plant. A letter from the PA DEP deemed the application administratively complete. It is now in the process of technical review.

HAMBURG CENTER

Systems Design Engineering, Inc. discussed the issues with personnel at the Hamburg Center with regard to the recent appraisal of the thank and property. Copies of the appraisal have been forwarded for their review. They are attempting to locate records to help determine the condition of the tank paint and inspection history.

SUBDIVISIONS/LDP

Wyndcliffe II – Systems Design Engineering, Inc. is working with Hamburg personnel and the developer to make all necessary water connections. Water and sewer improvements are nearly done.

FINANCE COMMITTEE REPORT

APRIL 8, 2002

Attending: Representing the Borough: Lynda Albright, Chuck Figard, Rick Boyd, Roy Heffner, Kim Berger, Jeanette Heckman and Dale Schlenker – From the public: Scott Kreider

1. Lynda Albright presented a quarterly review of the Borough Budget. The budget appears to be in line with the approved 2002 budget.

2. Lynda Albright was authorized to engage Mike Statchel of Mountain Lakes Pool and Patios, Doylestown, PA as a consultant to review the condition of the pool.

Safety Committee

The committee met at 7:00 p.m on Tuesday, 16 April.

Present were: Lynda Albright, Rick Boyd, Dale Schlenker, Chuck Figard, Chief Zelinsky and Roy Del Rosario.

The Following Items were discussed:

Ordinance Request:

A citizen’s request for an ordinance concerning children skipping school will be discussed further after the solicitor reviews a sample ordinance provided by Chief Zelinsky.

Street Closure Request

St. John’s Lutheran Church has requested closure of Church Street for the period 4-8 p.m. on Sunday 9 June to hold a Strawberry Festival. That event would benefit Edenburg Park, Hamburg Library and the Kinderklass Pre-School program. Recommend Council approval.

Additional Impound Garage Request:

J.T. Auto Rescue will be added to the borough ordinance permitting impounding vehicles when required.

Request for Handicapped Parking Space:

A citizen’s request for a handicapped space was denied. The location was on S. 4th street where the borough has a timed limit for all parking, and could give no guarantee that the space would be reserved for the applicant.

Police Department Accreditation:

Chief Zelinsky was permitted to enter the police department in the Lawyers Title Insurance Corp. Enforcement Accreditation for the department. The program determines how well the department complies with 108 standards in police procedures; and covers two years plus testing to complete.

Cops in School:

Grant Money is available to hire a school resource officer, most of whose time (75%) would be spent in Hamburg Schools. The school district must be in agreement with this arrangement in order to apply for the $125,000 grant, which would cover three years of the four-year program. The borough would fund the fourth year.

Universal Hiring:

The Chief will apply for a grant of $75,000 to hire a new police officer. The borough would be required to pay (25%) of the officer’s salary if the grant is approved.

Meeting in Tilden:

Chief Zelinsky and Rick Boyd will attend a meeting with Tilden officials at 4:00 p.m May 4th to discuss police matters.

On the recommendation of the Property Committee, a motion was made by Roy Heffner and seconded by Charles Figard to approve a 5-year agreement with Aquaserve to supply the chemicals and to chemically service the pool and filters at a cost of $5,818.75 per year.

On the recommendation of the Personnel Committee, a motion was made by Jeanette Heckman and seconded by Roy Heffner to approve the amended Safety Policy effective immediately.

On the recommendation of the Borough Manager, a motion was made by Roy Heffner and seconded by Charles Figard to award the bid for the sale of the police car to J & T Auto Rescue for $500.

On the recommendation of the Borough Manager, a motion was made by Roy Heffner and seconded by Leon Balthaser to award the bid for the sale of the grader to Dick Wessner for $5,700.00.

The guide rail bids were opened and the only bid received was from MorganRail at a cost of $12,490.50. A motion was made by Diana Edwards and seconded by Jeanette Heckman to award the bid to MorganRail.

Mayor Del Rosario presented a Proclamation naming May 12 the Hamburg Police Department’s Annual Police Memorial Day in the Borough of Hamburg, in honor of Chief Lewars.

Mayor Del Rosario proclaimed one way traffic around the park for the Memorial Day Festivities as in the past.

On the recommendation of the Solicitor, a motion was made by Roy Heffner and seconded by Charles Figard to authorize the financing, adopt the Resolution and authorize the appropriate officials to execute all documents relating to the purchase of the 2001 Ford Crown Victoria. Financing to be handled through M&T Bank at a rate of 4.32% over 3 years.

(Discussion: Councilman Balthaser stated that he thought the car was going to be bought outright and there would be no financing. The committee disagreed. Manager Albright mentioned that there would be less than $1,000 in interest paid on this vehicle.)

On the recommendation of the Safety Committee, a motion was made by Charles Figard and seconded by Jeanette Heckman to approve the closing of Church Street from Pine to State Street on Sunday, June 9, 2002 from 4 – 8 p.m.

On the recommendation of the Safety Committee, a motion was made by Charles Figard and seconded by Roy Heffner authorizing the Borough Manager to prepare and advertise an ordinance adding J.T. Auto Rescue for impounding vehicles.

On the recommendation of the Borough Manager, a motion was made by Jeanette Heckman and seconded by Charles Figard to permit a controlled burn (dignified flag retirement) by the Boy Scout Troop 184 of St. John’s Lutheran Church on June 2, 2002. Several adults will supervise it and the Fire Company has been notified of this.

SOLICITOR’S REPORT

An Executive Session for the purpose of discussing a personnel issue was called at 7:50 p.m. The meeting reconvened at 8:32 p.m. No action was taken.
