MINUTES FROM THE JUNE 26, 2002 MEETING OF BOROUGH COUNCIL The twelfth regular meeting of the Hamburg Borough Council for 2002 was held this evening at the Hamburg Municipal Center with President Rick Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer. Members Present –Rick Boyd, Roy Heffner, Leon Balthaser, Diana Edwards, Jeanette Heckman, Dale Schlenker, Charles Figard Members Absent –None Also Present – Lynda G. Albright, Borough Manager, Kim Y. Berger, Recording Secretary, Solicitor
Visitors – Kimm Montone (Pottsville Republican), Dana Robinson (Reading Eagle), Cherie Reichard, Nikki Murray (Hamburg Item), Harold Holtzman A motion was made by Charles Figard and seconded by Roy Heffner to approve the amended agenda. Schlenker NAYES – None COURTESY TO AUDIENCE Cherie Reichard wanted to thank the Borough Council for not charging the Hamburg Jaycees for the park rental for their Memorial Day Festivities. Ms. Reichard questioned why the Borough would want to purchase the property next to the Dolly Haupt property, The land is useless. President Boyd stated that the Borough would expand along the streambed. We are receiving recreation funds from the Wyndcliffe Development and that is the money we are using to purchase this land. Ms. Reichard questioned what the land would be used for. President Boyd stated that it would not be developed at this point, however, it would be developed in the future. Ms. Reichard stated that the Council should consider putting the money that we receive from Wyndcliffe into the parks that we currently have. Ms. Reichard also stated that instead of just alleys that Council should consider paving N. Crescent Avenue at 5th Street. It has been patched and re-patched and the patching is not holding. President Boyd state d that the property owners would have to install curbing first. The residents on that street were not happy about doing that so the issue was not pursued. Ms. Reichard wanted to know when this letter was sent to the residents. President Boyd stated that she should go to the Borough Office and make the request. Ms. Reichard was also present to express her opinion that the traffic light at 4th and Hawk Ridge Drive is not necessary and we could use this money for paving more streets. Harold Holtzman was concerned that the Borough purchased a four-wheel drive vehicle, painted it white and the police don’t use it. President Boyd stated that the officers use the vehicle twice a shift to patrol the mountain and reservoir area. The vehicle was painted for the cost of the paint only, The labor was donated. SAFETY COMMITTEE The committee met at 7:00 p.m. on 16 June. The following persons were present: Chief Zelinsky, Rick Boyd, Leon Balthaser, Dale Schlenker, Chuck Figard, and Mayor Del Rosario. The Fish and Game Commission has requested replacement/repainting of signs at the reservoir prohibiting camping, etc. Recommend that the request be honored. Chief Zelinsky recommended repainting the fire lanes on Park and Island Streets. The Mayor recommended that Penn Dot be requested to provide fold-down stop signs at 4th and Rt. 61 and the Cougles exit, to be used in the event of traffic light failure at that location. Radiological Officer Training was conducted Sat. 15 June. Meeting of the EMA on 1 July will establish teams essential for hauling radiation emissions incidents. The Borough hall now has communications necessary for operating a control headquarters. Equipment is in place and operational. Chief Zelinsky recommended repainting speed control check lines throughout the borough. Chuck Figard OLD BUSINESS NONE NEW BUSINESS On the recommendation of the Property Committee, a motion was made by Roy Heffner and seconded by Diana Edwards approving the contract between the Borough of Hamburg and the group "Muddflaps" which will be performing on Hamburg Community Day. SchlenkerNAYES – None On the recommendation of the Road Committee, a motion was made by Charles Figard and seconded by Diana Edwards authorizing the Borough Manager to advertise for street/alley bids for the following streets and other paving work: Correll Alley (5th to 7th Street), Fern Alley (Correll to Arch Street), Fern Alley (Arch St. to Maple Street), Fern Alley (Maple St. to Dead End), S. Hillside Drive (7th Street to Bickel Drive), Patching of Second Street, Sewer Plant Road (patching and new paving) ROLL CALL: AYES – R. Boyd, R. Heffner, J. Heckman, D. Edwards, C. Figard, L. Balthaser, D. Schlenker NAYES – None On the recommendation of the Property Committee, a motion was made by Roy Heffner and seconded by Dale Schlenker to purchase an additional section of the Dolly Haupt Estate (.970 acres) located next to property currently owned by the Borough at a cost of $5,000. (Discussion: Councilman Balthaser is concerned that the land may not be able to be used due to environmental issues. President Boyd stated that the property would be used for open space, maybe a baseball field or soccer field and it could connect with the trails. There will be no buildings erected on the land. Schlenker On the recommendation of the Property Committee, a motion was made by Charles Figard and seconded by Roy Heffner authorizing the Borough Manager to submit a grant application for CDBG funds in the amount of $55,000 for repaving the municipal parking lot and extension of existing storm sewer from the municipal parking lot south on 3rd Street to State Street.
