MINUTES FROM THE APRIL 26, 2004 MEETING OF BOROUGH COUNCIL

The eighth regular meeting of the Hamburg Borough Council for 2004 was held this evening at the Hamburg Municipal Center with President Adam Dries presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present – Adam Dries, Tammy Wilkinson, Charles Figard, Jeanette Heckman, Martha Bertolet, Tina Yoder, Dale Schlenker

A motion was made by Dale Schlenker and seconded by Tina Yoder to approve the amended agenda.

A motion was made by Jeanette Heckman and seconded by Charles Figard to approve the minutes of the April 12, 2004 meeting.

ENGINEER'S REPORT
April 21, 2004

SANITARY SEWER SYSTEM

SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal to high for this time of year. Treatment is within normal parameters.

The plant has experienced some problems in the recent past contributed to incomplete nitrification. This condition produces nitrites that chemically combine with chlorine to reduce disinfection. The change of weather and increased temperatures normally breaks this cycle.

Systems Design Engineering, Inc. continues to work on a preliminary design for the expansion of the wastewater plant. A cost estimate was submitted to the Governor’s Task Force for funding purposes. Discussions with PADEP on the next allocation of EDU’s are continuing. A verbal report will be presented to the Board.

CORRECTIVE ACTION PLAN

Systems Design Engineering, Inc. is continuing dialog with DEP on the Connection Management Plan.

MID-ATLANTIC CANNERS

Systems Design Engineering, Inc. continues to talk with MACA on future needs. The Authority has received a letter from MACA pursuant to organic load. MACA is considering an additional capacity purchase of 200 pounds of BOD to take their long term capacity from 700 to 900 pounds. Systems Design Engineering, Inc. is using this request in the capacity review.

Plant Expansion Study

WATER SYSTEM

WATER PRODUCTION

The impoundment dam remains full with recent rains greatly improving inflow. Most production this reporting period has been from the surface water filtration plant.

Systems Design Engineering, Inc., Plant Personnel and Clark Electric have been working on the pH meter issues and control issues. Continued dialog with Roberts Filter Group has been difficult. Plant Personnel have requested additional warranty work from Roberts Filter which has gone unanswered. A verbal report will be provided.

Systems Design Engineering, Inc. continues to work with Plant Personnel on new and proposed regulations that may effect the System in the future.

WATER PROJECTS

Systems Design Engineering, Inc. is assisting plant personnel with the Radon Study. The monitors are installed and plant personnel are testing under slab ventilation. At this time, it appears that the under slab venting had reduced radon levels below the MCL of 4.0 microcuries. A permanent system is being completed with the aid of Eastern Environmental Contractors.

Systems Design Engineering, Inc. will report on issues dealing with the continued leak around the meter vault and the water line feeding the backwash/chlorine feed pumps.

Systems Design Engineering, Inc. will ask for direction on the Well House projects, tabled since last fall.

VULNERABILITY ASSESSMENT

Systems Design Engineering, Inc. is working on the Vulnerability Assessment for the water system and will report recommendations for review.

ROAD COMMITTEE

APRIL 12, 2004 – 7:45 P.M.

PRESENT: TINA YODER, TAMMY WILKINSON, JEANETTE HECKMAN, ADAM DRIES, CHARLES FIGARD, DALE SCHLENKER, LYNDA ALBRIGHT AND KIM BERGER

Discussion was held about including North Crescent Avenue with the upcoming street work that will be done in 2005. Recommendation is to have this street included and put on the agenda at the next council meeting.

Manager Albright stated that the County has agreed to do a transportation study, which will encompass Hamburg, Tilden and Windsor Townships, including I-78, Rt. 61, 4th Street, 3rd Street, State Street, Industrial Drive and Lowland Road. They will be contacting Lynda to set up a meeting.

Discussion was held about when the street work will be done. John Leonforte is working on the new ordinance for the curbing. It is estimated that the curbing will be able to be done this year and the streets will be reconstructed next year.

SAFETY COMMITTEE

The committee met at 3:45 on 20 April 2004. Present were:

Lynda Albright, Tammy Wilkinson, Chief Painter and Chuck Figard. Scott Kreider was a visitor.

The following subjects were discussed:

Follow-up request for a handicap sign at 257 S. 4th St. requires a doctor’s response to a Borough query.

Request for a temporary handicap sign for 528 S. 5th St. was approved for the period April through August, for a resident undergoing therapy.

4th and Pine Sts: NO RIGHT TURN sign was recommended to committee to prevent damage to the new traffic light support pole. Contact will be made with business owners whose supplies arrive by tractor-trailer, seeking their help advising drivers the best route through the Borough. The best route from Rt. 78 seems to be State St. and Front St. for deliveries to KMX and the Coke plant.

Request was approved for a loading zone space (15 min.) for Albert’s Warehouse at 230 S 4th St. Request for a tractor-trailer unloading zone was not approved.

Kramer’s Towing Service: Kramer’s will be called for heavy-duty towing service in the Borough .

Gun Policy: The Committee recommends appropriate concise signs be posted warning all who enter the Municipal Building that weapons are not permitted for anyone other than law enforcement officers.

Due to continued sick/leave for a full-time officer, Chief Painter requested a part-time officer be hired. He will provide pertinent information for a future meeting and a recommendation will be forwarded to Council.

Placement of chairs for King Frost: The committee will forward a recommendation on this subject following Scott Kreider input from local residents and business leaders.

The committee adjourned at 5:30.

NEW BUSINESS

On the recommendation of the Road Committee, a motion was made by Charles Figard and seconded by Martha Bertolet to approve the reconstruction of North Crescent Avenue as part of the 2005 street work.

On the recommendation of the Safety Committee, a motion was made by Charles Figard and seconded by Tammy Wilkinson to approve a 15 minute loading zone at 230 S. 4th Street and authorize the Borough Manager to prepare and advertise an ordinance for same.

On the recommendation of the Borough Manager, a motion was made by Dale Schlenker and seconded by Charles Figard to approve releasing $31,000.20 from the line of credit to reimburse the general account for expenses incurred under the Capital Improvements Project.

On the recommendation of the Borough Manager, a motion was made by Tina Yoder and seconded by Charles Figard approving the request by the Hamburg Jaycees to hold their annual Memorial Day Festivities from May 28 through May 31, with the same conditions as in the past.

MAYOR READ THE PROCLAMATION FOR ONE-WAY TRAFFIC AROUND PARK FOR MEMORIAL DAY FESTIVITIES.

One Way traffic will be in effect around the Hamburg Park 24 hours a day on May 28, 29, 30 and 31, 2004.

West on Franklin from 3rd to Park Road

South on Park Road from Franklin To Island

East on Island from Park Road to 3rd St.

North on Peach Alley from Island to Franklin St.

Parking will be prohibited on N. 2nd St. between State and Island on May 31 between 8 and 10 a.m. for the Memorial Day Parade.

A motion was made by Dale Schlenker and seconded by Martha Bertolet to approve payment of invoices totaling $57,712.83.
