MINUTES FROM THE AUGUST 22, 2001 BOROUGH COUNCIL MEETING

The sixteenth regular meeting of the Hamburg Borough Council for 2001 was held this evening at the Hamburg Municipal Center with President Richard Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Roy Heffner and seconded by Jeanette Heckman to approve the amended agenda.

A motion was made by Roy Heffner and seconded by Diana Edwards to approve the minutes of the August 13, 2001 meeting.

ENGINEER'S REPORT
AUGUST 9, 2001

SANITARY SEWER SYSTEM

· SEWAGE TREATMENT PLANT ISSUES

Flows at the plant are normal to low for this time of year. Treatment is within normal parameters. The thunderstorm last week created the need to bypass for a very short time, approximately 50 minutes.

· MID-ATLANTIC CANNERS

No issues

· LOCAL LIMITS CALCULATIONS - (NO CHANGE)

The EPA has accepted the local limits as submitted by SDE. Lynda is working on obtaining proof of adoption of the new limits from all boroughs and townships.

SLUDGE PUMP PROJECT

The project is complete.

WATER SYSTEM

WATER PRODUCTION

The impoundment dam is down about 7 feet. Without any rainfall to refill the dam, wells will be started soon. Difficulties on Thursday, August 9, 2001 indicate that the low water levels are causing shorted filter times. Systems Design Engineering, Inc., Keith and Tony are evaluating switching to the wells as early as August 10, 2001.

Modifications to the plant effluent line are being designed along with the other changes authorized buy the Board at the last meeting.

HAMBURG CENTER

Systems Design Engineering, Inc. will discuss update the board on the issues to date.

WINDSOR PUMP STATIONS

Systems Design Engineering and Keith Brobst are evaluating the best means of determining the condition of the force main. Inspection has shown that wastewater is flowing from the pipe at a reduced velocity. Vendors contacted to date want to try and televise the line instead of "pigging" it

FILTRATION PLANT LIGHTS

Mr. Kershner has been released to construct the lights.

Property Committee

August 7, 2001

1) Update on Library – Grant application has been made. Restoration of the cupola will be the first project

2) Still investigating the parking area adjacent the newsstand for possible sale.

3) Boy Scout building at the reservoir – Not yet sure of property ownership, Boro or Authority.  Borough does not endorse a private lease agreement for the building.

4) County 250th Anniversary Celebration – Hamburg does not have a committee formed to participate with this activity. Suggest contacting the Historical Society for their possible interest in this.

5) Historical committee Request – request to allow the official mailing address for the Historical Committee to be the Borough Hall. Property committee agrees to this Request. Further commitments need to be discussed.

SAFETY COMMITTEE

Safety Committee met at 7:00 p.m. Tuesday 21 August, with the following persons present:

Chuck Figard, Lynda Albright, Rick Boyd, Chief Zelinsky, and Mayor Del Rosario

The following recommendations were made:

l. That as soon as PennDot closes the north end of Northmont Street, the borough erect signs at North 4th and Confer Streets stating "No tractor trailers permitted on Confer Street westbound from North 4th Street to Northmont Street."

                          2. That curbing be painted blue to mark the handicapped parking spaces at the residences  of                           Kenneth Spease and Edward Painter to prevent other persons from parking in those spaces.

3. That Council permit Chief Zelinsky to purchase a four-wheel drive diesel-powered Chevy Blazer from U.S. Government surplus for $700.00.

4. That Council direct the borough manager to update chapter 15 Ordinance 680 Maximum Speed Limits Established on Certain Streets to reflect the 25mph speed limit on certain sections of State Street.

OLD BUSINESS

On the recommendation of the Sewer Committee, a motion was made by Roy Heffner and seconded by Charles Figard to take action to approve the Municipal Improvements Agreement for the Wyndcliffe Residential II development.

On the recommendation of the Borough Manager, a motion was made by Roy Heffner and seconded by Jeanette Heckman to take action to reaffirm approval of the Wyndcliffe Residential II plans.

NEW BUSINESS

On the recommendation of the Borough Manager, a motion was made by Charles Figard and seconded by Diana Edwards to take action to approve use of the Park on October 6, 2001 free of charge by the St. John’s AAL #11631 of St. John’s Church for a charity event for the Kristian Hoppes family.

On the recommendation of the Safety Committee, a motion was made by Charles Figard and seconded by Roy Heffner to take action authorizing the Borough Manager to prepare and advertise an ordinance amending Ordinance #680, Chapter 15 changing the speed limit on State Street between the Schuylkill Bridge and Second Street.

On the recommendation of the Chief of Police, a motion was made by Jeanette Heckman and seconded by Charles Figard to take action to hire Mary Noecker, William Kramer and Beryl Ayello as Crossing Guards for the Borough of Hamburg at a rate of $11.00/day.
