MINUTES FROM THE JUNE 11, 2001 COUNCIL MEETING

The eleventh regular meeting of the Hamburg Borough Council for 2001 of the Hamburg Borough Council was held this evening at the Hamburg Municipal Center with President Richard Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

A motion was made by Diana Edwards and seconded by Charles Figard to approve the amended agenda, adding (c ) under New Business – a recommendation from the Property Committee.

A motion was made by Jeanette Heckman and seconded by Scott Kreider to approve the minutes of the May 23, 2001 meeting as submitted, with a correction that Roy Heffner did not preside over the meeting.

BOROUGH MANAGER'S REPORT
MAY, 2001

The Borough Manager's activities during the month of May, 2001 included the following:

Held staff meeting on May 1 to discuss various issues.

May was an extremely busy month in preparation for opening of the pool and the usual Memorial Day Festivities at the park. As everyone knows, the weekend was a washout and there was a fair amount of damage done to the park as a result of the trucks and equipment. I communicated with both the Jaycees and ball teams in an effort to have the park restored as quickly as possible for continuation of ballgames on the big field. I must commend the Jaycees on the job they did in restoring the park. Ball teams were pleased with its condition.

Keith Brobst, W/S Supt. And I interviewed perspective candidates for the sewer plant operator’s position. Unfortunately, our choice opted not to take the job. We are again in the process of accepting applications and will be interviewing shortly.

On Tuesday, May 8, Doug Kramer of Synergetics and I met with members of the Library Board to discuss restoration of the library, primarily the cupola. Doug will prepare necessary paper work to be sent to the State Historical Board regarding the requirements for restoration on a building, which is on the National Historical Register. Once all information is complete, an application will be submitted for a Keystone Grant. The Property Committee will be kept informed on any and all progress.

On this same day, Tonya Gerner, Recreation Director and I interviewed the final applicants for the park and pool season. Recommendation will be made to the Personnel Committee for their hiring.

Attended Police Negotiating meetings on Thursday, May 10 at 4:00 p.m. and May 24.

Handled various weed and property complaints during the month. No citations were issued. Also discussed and worked with John Leonforte, Building Inspector/Zoning Officer relating to several property issues and potential permitting problems.

Worked on ordinance preparation for the new international building codes to be adopted. Coordinated with SDE in preparation of the annual mailings of the Consumer Confidence Reports, which will be sent out to all water consumers by July 1, 2001.

I continue working on updating policies, rules, regulations and job descriptions and will soon be presenting drafts to the Personnel Committee for review and recommendation for approval.

Tom Zelinsky, Chief of Police, Officer Richard Leymeister and myself attended the annual pension seminar put on by Smith Barney in Fogelsville. The seminar was very informative. Also met and talked with Attorney McEnenny regarding the pension litigation.

Was on vacation May 29 through June 4.

In addition to the two regular meetings of Borough Council, I attended Authority Meeting, Planning Commission, Library Board, Finance Committee, Personnel Committee, Property Committee and Safety Committee.

BOROUGH MANAGER

PUBLIC WORKS SUPERINTENDENT’S REPORT

During the month of May, the Borough Crew completed the following:

AUTHORITY PROJECTS

The crew performed various meter checks and have changed a few meters.

The crew cut weeds and cut the sewer plant field.

GENERAL WORK

The equipment and vehicles were serviced and a new starter was installed on the 1988 Dump truck.

Various street signs were repaired or replaced.

The weed cutting continues along the roads and streams.

Painting of the crosswalks and other painting on the streets has started. The weather has not be cooperating and it is a slow process.

Mulch was laid at the monument, library and municipal building.

Grass cutting and trimming continues.

PARK/POOL

Greenway – the crew sealed the bridge and cut the brush along the Greenway area.

The baby pool was painted.

Mulch was laid around the playground equipment.

The fence surrounding the pool was repaired as well as a lot of time was spent cleaning and repairing things around the park and pool.

A lot of time was spent the third and fourth week of May preparing for the Memorial Day Festivities at the Park. Due to the rain, the park has really been damaged. A lot of work by the Jaycees or their contractor will have to be done to fix the ruts and damage that was done on the field as well as the parking area. I have received many complaints about the condition of the park and have turned them over to Lynda. This problem is an every year occurrence and it should be seriously looked at.

Water & Wastewater Superintendent’s Report May 2001

Water

We continue to experience problems with control and instrumentation at the water plant. We are working with the vendors technical people to try to straighten things out. This has not affected to quantity or quality of the supply.

A chlorine booster pump and motor burned out and was replaced.

We have received the inspection report from PaDEP. There were no major issues as far as the operation, however, there are some physical changes they want to see. The report was turned over to the engineer.

Greg and I met with representatives of Hamburg Center on the takeover of their system.

With the recent rains the impounding dam is full and overflowing.

Wastewater

We have struggled of late with being able to maintain a chlorine residual. As a result we will report an exception to the May DMR for fecal Coliform. We are working with the engineer to resolve the problem.

Annual tank cleaning and maintenance is continuing.

We have been searching for a polymer that will work better with the sludges that we are producing and have hit on something that shows great promise. We have been able to triple throughput on the belt filter press while retaining the same, or improving upon, the cake solids we are producing. This has allowed us to discontinue hauling sludge as liquid.

You may recall that last summer we ran a 90 day trial of folic acid addition. The results we poor and the distributor felt there may have been a problem with the product. They have supplied another 21 gallons for another trial and that will be going on line shortly.

Flows are normal and effluent quality is good.

OFFICE MANAGER’S REPORT

During the month of May:

The office staff started working on the information needed to send out the Consumer Confidence reports for the Authority. We are in the process of having them printed and working on the program to print the labels.

Season ticket sales netted $14,595.00, just in the month of May. Time was spent acclimating Tonya (Recreation Director) to procedures of purchasing and other paperwork involved in her area.

Entered all the paperwork from the seasonal employees and spoke with Tonya about the individuals who were having problems.

Time was spent working on the web page. I am waiting to speak with Eric in reference to some amendments that need to be made. I hope this will be taken care of in a timely manner.

Weed notices and other ordinance letters were mailed to individuals in the Borough. We are receiving cooperation from most of the property owners. There are a few which we will need to address in a different manner.

Lynda and I will be reviewing the applications we received for the Accounting Clerk position. After review and discussion we will be setting up dates for interviews.

I attended one staff meetings and two regular Borough Council meetings. Minutes and/or notes were typed for all meetings.

RECREATION DIRECTOR’S REPORT

After recovering from a broken leg, I began my park and pool season by conducting interviews that were received in the spring. I gathered ideas from all the employees form the past and future to try and make the season run more smoothly. I set goals for the season to make some changes and to make the community happier and to provide them with a safe place to play and swim. For example, opening the pool at 11 a.m. just for lap swimmers, so they don’t have to worry about the crowds during the day and having all employees cert8ieife in first aid and CPR. As soon as some of the employees got done with school, we all worked together to get the pool ready and ordered food and supplies.

For the past few months, I also served on a committee with a group of Hamburg residents to help organize the 3rd Annual Community Day. We have many local businesses and organizations involved on August 18th to set up stands or to help sponsor a performance. So far, plans are looking good and we are all working hard to have a successful day.

On Memorial weekend, we opened the pool. I have a good group of employees that are willing to work. Together we all practice our lifeguard skills every Wednesday, rain or shine. This way we can keep our skills fresh in our mind in case of an emergency. When the guards need to go on break or if we are short handed, I will fill in on the guard stand. If the business gets busy in the food stand I also help out the workers, as well as making sure the premises are clean and safe.

On the recommendation of the Property Committee, a motion was made by Roy Heffner and seconded by Charles Figard to reaffirm the subdivision plan for Wyndcliffe Residential II, contingent on approved Improvement Agreements in place with both the Borough and Authority and receipt of Letters of Credit.

(He will move existing panels from the arts and crafts building to inside the cement concession stand)

The cost of the rental is $125.00.
