MINUTES FROM THE JUNE 3, 2002 REC BOARD MEETING

The regular meeting of the Hamburg Recreation Board was called to order by President Glenn Powers at 7:00 PM.

MEMBERS PRESENT – Anna Heffner, Scott Kreider, Glenn Powers, Barry Shollenberger.

ALSO PRESENT – June Hilbert-Recreation Director, Lynn Ernst-Secretary. Lynda Albright, Borough Manager, arrived later.

A motion was made by Barry Shollenberger and seconded by Anna Heffner to accept the minutes of the May meeting. Motion passed.

RECREATION DIRECTOR - The recreation director reported that the pool is open and they’ve had busy days, but everything is running smoothly. They added water after the backwashing procedure but they are keeping records of meter readings to report to the borough. There is a lot of trash at the basketball court; June has to constantly ask them to clean up. It is not always the basketball players creating the trash. She asked for suggestions as to what to do. Some solutions offered were to post a temporary sign that if the litter continues, the court will be closed. Barry suggested using a positive incentive such as a sign stating that if the court area is kept clean, lights are free on Friday night.

The playground opens next week, June 10 or 11. June will meet with the leader on Thursday to purchase supplies. The board questioned how much money is budgeted for the playground.

GRANT PROGRAM – June reported that the grant request must be filed by June 30. Scott hasn’t found a suitable group for the right price. The Reading Pops contract states their cost is $4000 per hour. The grant request cannot exceed $3000. So another group will not be needed.

OLD BUSINESS – The borough manager had supplied a memo in response to previous questions. The board reviewed each item on the memo. The steps into the river were built by EPA as part of the Schuylkill Greenway project. Barry expressed concern that the steps are nothing but trouble. Glenn indicated that Greenway plans had called for an observation deck, not steps. The board questioned whether anyone had given permission for this project as there is not any real purpose for the steps to be there. It now serves as a focal point and an invitation for trouble. Scott made a motion, seconded by Barry, that the board feels this is an unsafe condition and the Property Committee should find a solution to eliminate this unsafe condition. The motion passed. June and the pool manager have been instructed in the backwashing procedure. The crew is planning to put a timer on the system to handle this.

Glenn wants to be sure that the bandstand has the 20 amp service that the Mudflaps requested. Scott suggested that a copy of the band’s contract with the requirements be sent to Mike Kershner to have him verify it. The Lions Club scoreboard project is still active. Barry questioned why the park grass was cut immediately after the picnic when the grass is already stressed.

NEW BUSINESS – Barry asserted the need to devise a plan for regular watering of the baseball field. Scott suggested the fire company could practice on the field using river water. Lynda indicated that borough council had considered drilling a well in the area for park and pool use. Lynda will ask EPA if drilling a well would be in keeping with their renewal project. The brown refrigerator in the refreshment stand is kaput. There is graffiti all over the back of the stage. The tractor used to drag the Little League field has been repaired for the last time. Lynda stated that the borough crew wants to turn the tractor over to the Little League.

The next Community Day meeting will be held at the senior center on Monday, June 10, at 7:00 PM.

The next meeting will be held Monday, July 1, 2002, at 7:00 PM. There being no further business, the meeting adjourned at 9:10 PM on motion of Barry Shollenberger, seconded by Anna Heffner.
