MINUTES FROM THE MARCH 12, 2001 MEETING

The fifth regular meeting of the Hamburg Borough Council for 2001 of the Hamburg Borough Council was held this evening at the Hamburg Municipal Center with President Richard Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present - Richard W. Boyd, Roy Heffner, Leon Balthaser, Scott Kreider, Jeanette Heckman, Charles Figard, Diana Edwards

Members Absent – None

Also Present – Lynda G. Albright, Borough Manager, Kim Y. Berger, Recording Secretary, Mayor Del Rosario

Visitors – Thomas J. Zelinsky, Jr. – Chief of Police, Fred Sheeler, Nikki Murry (Item), Alex Rodriguez (Reading Eagle/Times)

A motion was made by Jeanette Heckman and seconded by Scott Kreider to approve the amended agenda.

COURTESY TO AUDIENCE

Fred Sheeler stated that the Chamber has formed a "Main Street Committee". They will be meeting on March 21, 2001 at 6 p.m. in the Senior Center of the Hamburg Municipal Center to "brainstorm" and come up with ideas how to revitalize the downtown area. Also on April 3, 2001 they will be formulating a plan and presenting it to the Property Committee.

Councilman Balthaser stated that he has given the Chamber some office space at 202 S. 3rd Street, Suite 101 and requested that the occupancy permit fee be waived. This will be taken to the Property Committee.

A motion was made by Roy Heffner and seconded by Diana Edwards to approve the minutes of the February 28, 2001 meeting as submitted.

BOROUGH MANAGERS REPORT

FEBRUARY, 2001

The Borough Manager’s activities for the month of February, 2001 included the following:

Spent quite a lot of time in meetings with former asst. building inspector, Joseph Wertz and the newly appointed Building/Zoning Officer, John Leonforte. We reviewed current open permits, procedures, etc.

On Wednesday, February 7, attended Police Negotiating Committee meeting with the council committee only.

On Thursday, February 8, met with Gary Reeser of SDE, to discuss various issues regarding open permits with the High School, Family Practice Center and Reppert’s Garage. Gary will be reviewing, issuing and inspecting all larger commercial and industrial projects in the borough.

Met with John Leonforte and Gary Reeser to discuss and review applications, permits, inspection forms and occupancy permits currently being used by these inspectors in other boroughs/townships. Several good ideas were discussed, hopefully to be implemented in the future.

Held several discussions during the month with the police pension actuary and investment representative dealing with outstanding issues in the police pension plan.

On Wednesday, February 14, attended meetings of both the Non-Uniformed and Police Pension plans to review the fourth quarter earnings for these plans. Both plans ended the year with positive earnings, in spite of the decline of the stock market.

On this same date, attended police negotiating meeting.

Met with and held several conversations with representatives of Marshall Erdman, engineering firm for Hamburg Family Practice relative to EDU issues and payment thereof.

Submitted salt contract to state for 2000-2001 winter season. Due the decrease in cinders the public works is able to obtain, the borough will be spending more money in salt in the upcoming years. We are in the process of looking for other alternatives.

On Tuesday, February 27, attended police negotiating meeting.

Held two staff meetings during the month to discuss various issues.

Handled various complaints; worked on I-78 project information needed by PennDOT and Gannett Fleming, worked with the auditors, currently working with Kim to learn the payroll system.

Also spent time working with Greg Unger of SDE and gathering information relative to the Hamburg Center and their interest In purchasing water from the Hamburg Municipal Authority.

In addition to the two regular Council meetings, attended Authority meeting, Personnel, Safety, Road, Finance, and two Property committee meetings.

PUBLIC WORKS SUPERINTENDENT’S REPORT - FEBRUARY

During the month of February, the Borough Crew completed the following:

AUTHORITY PROJECTS

The Borough crew performed meter checks and changed meters.

The crew repaired a ˝" service line at 2703 Old 22.

The crew installed a new valve for the Blower Room at the Hamburg Wastewater Treatment Plant.

In addition, the radon units at the reservoir and Well #5 were cleaned.

GENERAL WORK

Cut brush along Pine Street and continued to cold patch different areas of the Borough.

There were several times the crew was out plowing snow and salting the roads.

The crew performed miscellaneous repairs to signs and worked on the springs for the equipment. A lot of time was spent working on repairing the plows.

Two men spent time delivering the OPT forms to the various businesses along 3rd, 4th and State Streets.

On a few of the warm days, cleaned the streets with the street sweeper.

Repaired the walls to the police office and erected the workstations for the officers.

PARK/POOL

Repaired the park fence and started preparing for cleaning up the park.

Water & Wastewater Superintendent’s Report February 2001

Wastewater

The valve between the secondary clarifiers and the aerobic digester failed and has been replaced.

We have once again had the fence along the access road damaged by falling tree limbs. I am getting prices to have them trimmed/removed.

We are having problems with sludge settling, and as a result have had to start hauling sludge.

Water

Tony, with help from the street crew, has cleaned the air strippers at well 5 and the water treatment plant. We have also received the design for a "blow off" for the wells at the plant and will be starting those modifications shortly.

Tony and I have completed a source water risk assessment and have submitted it to PaDEP. The sources for the Borough of Hamburg are relatively buffered from contamination risks. That does not mean there is no risk and greater safeguards are always a good idea.

We think we have finally found The Big One, the leak we have been looking for over the last several months. It is on the service line to the Wastewater Treatment Plant. Repairs will be made as soon as manpower is available.

OFFICE MANAGER’S REPORT - FEBRUARY

The month of February has come to a close, the following information has been completed for the month.

Much of the beginning to mid February was spent training the accounts payable clerk on most applications of the job. Unfortunately, the individual was not suited for the position and was terminated effective February 22, 2001.

Received and made several calls to the actuary regarding police pension issues. Research was done for 1999 and 2000 and the information was faxed to them.

I have started working on information that will be mailed to the public for EMA. This is still in the early stages.

I continue to update the web page and I have spoken with the Fire Chief in reference to putting information on the web page. I have spoken with a few other individuals to add to the page and hopefully they will send me some information.

Throughout the month of February, I have had numerous conference calls as well as meetings with the software company regarding the new utility billing program. This took up quite a bit of time.

Auditors have started the 2000 audit and at the time of this writing are expected to finish up by the 8th of March. I spent time with the auditors answering their questions.

I have been working on procedure manuals for various things in the office, including, Accounting Procedures, Municipal Access Channel Procedures, Payroll and Dog Licenses. Most of these manuals are complete.

I started the process of training Lynda on the payroll procedures.

I attended two staff meetings, two regular Borough Council meetings, one Police Pension meeting and one EMA meeting. Minutes and/or notes were typed for all meetings.

On the recommendation of the Borough Manager, a motion was made by Roy Heffner and seconded by Diana Edwards giving approval for the Greater Hamburg Business Assn to hold their annual Arts Festival on Saturday, May 19, 2001 from 10 a.m to 2 p.m. and to close off S. 4th Street from State to Pine Sts. and State Street from 3rd to 4th Sts. and to allow parking by vendors and patrons on municipal lot in excess of 2 hour limit without receiving a ticket.
