MINUTES FROM THE MAY 14, 2001 MEETING OF BOROUGH COUNCIL The ninth regular meeting of the Hamburg Borough Council for 2001 of the Hamburg Borough Council was held this evening at the Hamburg Municipal Center with President Richard Boyd presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer. Members Present - Richard W. D. Edwards BOROUGH MANAGER’S REPORT The Borough Manager’s activities for the month of April, 2001 included the following: April was a very busy month for building permit issues. Spent a great deal of time on school related building issues with Gary Reeser, along with the members of Property Committee. Most issues have been resolved and as you already know, school has resumed construction. Also met with John Leonforte several times to discuss several issues he is currently involved with. John will be out of town the weeks of April 23 and April 30th. He will return May 7th. Rick Pickel, Keith Brobst and I met with Doug Mehrkam to discuss the problems at both pools. Doug gave us some suggestions for the baby pool, which has been done and appears to have worked. Hopefully this will get us through the summer season. No suggestions, however, regarding the main pool. I have, however, spoken with a pool service who may be servicing our pool this summer in an attempt to help balance the chemicals in the water. They will be responsible for a complete water management program which should save time, money and reduce our liability while improving the quality of our swimming pool. et with auditor from A.G.’s office relative to the police and non-uniform pension plans. He will not be finalizing those audits until receipt of our audit from Gorman and Freeh. At that time, he will conduct a exit conference and I will be able to report any and all findings for those plans. Held two staff meetings this month to discuss various issues. Of main concern was the park and pool and preparation thereof. Tonya is attempting to get into the swing of things, even though she is on crutches. Met with PennDOT official, Tim Kramer, regarding property issues for the I-78 project. They want the Borough to extend the right-of-way on Confer Avenue between N. 4th and Northmont Avenue; also want to obtain the property located on Port Clinton Avenue at the I-78 bridge. This is a triangular piece of property which serves no real purpose and they will be creating a new swale through this property which is also to become part of their right-of-way. Attended the Library presentation by Representative Argall of a $5,000 check towards restoration of the Cupola. Attempted to coordinate activities with the School and Windsor Township for Marcia Sonon’s homecoming celebration. On Tuesday, April 24th at 6:00 p.m., attended Marcia’s homecoming celebration. It was truly a very nice event. All went well and Marcia was very appreciative. Took care of various complaints during the month, as well as doing on-site inspections. In addition to the two regular Council meetings, attended two special Council meetings, Authority meeting, Recreation, Personnel, Safety, Finance, and Property committee meetings. Also attended one Police Negotiating meeting. If anyone has any questions concerning my report, please feel free to ask. Attached with my report are the activities of my staff for the month of April, 2001. LYNDA G. ALBRIGHT During the month of April, the Borough Crew completed the following: AUTHORITY PROJECTS The season for flushing hydrants also started in early April. It took one and sometimes two of the borough crew members to flush the hydrants throughout the system. GENERAL WORK The crew changed the oil in all of the trucks and serviced the equipment. A lot of time again was spent cold patching. Street signs continue to be repaired. Well the grass mowing season is here. The crew spent a lot of time mowing grass and trimming weeds around the borough. Time was spent sandblasting and painting the salt spreaders and snow plows for next year. PARK/POOL Vandalism continues to be a problem at the Hamburg Park. The Police Chief has been apprised of the situation and the need for more patrols. Due to this vandalism, the roof of one of the pavilions had to be repaired by re-shingling. Mulch was ordered and time was spent putting it down around the playground equipment. Infield mix or Diamatex was ordered and delivered to the ball fields. Time was spent placing this substance around the infields of both the fields. The busy season for the park and pool has begun. The pool cover was removed and stored in the shed. The bathrooms were opened, cleaned and everything is ready for the season. Various other miscellaneous things were taken care of. Richard L. Pickel Water & Wastewater Superintendent’s Report April 2001 Wastewater While we have been meeting our permit, it has been a "challenge". Solids handling continues to be a problem as well as settling and chlorine demand. We hauled over 200,000 gallons of aerobic sludge through the month. Settling in the secondary clarifiers has been aided by the use of polymer. Tank cleaning has begun starting with a secondary clarifier. The maintenance on these tanks includes scraper adjustment and painting. Water The water treatment plant has been a source of problems of late. Early in the month there were some problems with the coagulant monitoring and feed systems causing repeated backwashing. No real harm done. However, while a meter was removed for calibration voltage was sent through the panel and burned out a card in the PLC as well as the effluent totalizer. Roberts Filter responded quickly to make repairs and we expect the totalizer any day. That should put us back in good shape. There was no interruption in production as the operator found a way to bypass the affected areas. In both instances the Pa DEP was notified. Susan Werner of PaDEP was here for our first inspection since the plant came on line. She looked at every aspect of the operation, from the pressure reducer and chemical addition points, to a drive through the system, including a tour of Well 5. We expect her report shortly. The normal summer issues of campers and trash have started to come up and we are dealing with that as it happens. Keith L. Brobst OFFICE MANAGER’S REPORT – APRIL 2001 Season ticket applications have been mailed to the individuals who had season tickets in 2000. Tenant forms have been mailed to the landlords for completion. I have been working on updating the web page some more. I am getting information from the Jaycees to put onto the web and they have commented how wonderful it was to be a part of it. Grass collection has started and has been advertised as such. Also with the warmer weather approaching, a reminder to residents about grass/weeds not permitted to grow beyond 12" in height has also been advertised. I have been working with the auditors regarding their adjustments and hopefully will have this completed by the beginning of May. I will be on vacation from April 30 to May 4. OPT revenues are coming in regularly as well as season ticket applications and pavilion and pool rentals. I attended two staff meetings, one Rec Board meeting, two regular Borough Council meetings and one EMA meeting. Minutes and/or notes were typed for all meetings. PROPERTY COMMITTEE REPORT Property Committee Meeting Date: 5/1/01 Chairman -Roy R Heffner Present: R Heffner, C. Figard, S. Kreider, J. Heckman, L. Albright 1) Land Management at the reservoir: This issue is tabled indefinitely. Possibly reexamine in a few years. 2) Reviewed a proposal for Aqua-Serve to maintain the chemistry and the testing required for the municipal pool. It was pointed out that the pool is more difficult to maintain the chemistry due to the continual water leak. This group would provide assistance and supply the chemicals and pumps required to balance the system. The cost of this service is roughly what it would cost to maintain ourselves, but without the aggravations. Recommend using the service for this year and evaluate through the summer for future use. 3) Jaycees would like to plant flowers within the borough. Two ideas were the Borough Hall and the Library. Approval was given for the Jaycees to plant the flowers. 4) The Senior Center has asked to plant flowers along the ramp and basically improve the looks of the handicap ramp that enters into their center. Approval was given for this. 5) Penndot has requested that two small areas of property be turned over to them in conjunction with the I-78 project. The first are strips of land on each side of Confer A venue between Fourth Street and Northmont. They would widen Confer to allow better traffic flow while they are reconstructing the intersection. The second is a small section of property off Port Clinton A venue that would be required for the new ramps to the intersection. The Borough Manger was instructed to proceed with the required transfers. 6) The Property Committee gave approval to increase the swimming lesson rates for 2001. The lessons will be free for season ticket holders, all others would pay a fee of $1O.OO. Private swimming lessons would go up to $30.00. 7) Kids Peace has asked to use the municipal pool to provide swimming instruction to their group. They would be willing to pay about $400.00 a month for approximately 2 ˝ month. This would not interfere with the pool operations. 8) International Building & Residential Codes - a sample code ordinance was sent to the solicitor for review. 9) The committee reviewed an Intermunicipal Liquor license agreement that was sent to the borough. This would allow the distribution of licenses to be county wide not just by municipality/township. It appears that this could benefit the Borough. Awaiting the final form for additional details. PERSONNEL COMMITTEE REPORT Discussed finding a person to work in the sewer plant to fill the vacancy. Recommended hiring June Hilbert, Deidre Werner and Christopher Leslie for summer employment at the pool. Edwards On the recommendation of the Property Committee, a motion was made by Roy Heffner and seconded by Jeanette Heckman to authorize the Borough Manager to prepare and advertise an ordinance extending the right-of-way on Confer Avenue between Northmont Avenue and N. 4th Street. Edwards, Mayor Del Rosario issued a 90 day trial period for a two hour parking limit on the south side of State Street between Peach Alley and 2nd Street, with the exception of the 15 minute parking zone already in effect. Mayor Del Rosario gave a proclamation announcing one way traffic will be in effect around the Hamburg Park twenty four hours a day on May 25, 26, 27, and 28, 2001. One way traffic will run – westbound – on Franklin from N. 3rd to Park Road, Southbound – on Park Road from Franklin to Island, Eastbound on Island from Park Road to N. 3rd Street and Northbound on Peach from Island to Franklin Street . In addition, parking will be prohibited on N. 2nd Street between State and Island on May 28, 2001 between 8 a.m. and 10 a.m. Mayor Del Rosario gave a proclamation declaring May 20 through May 26 as Emergency Services Week.
