MINUTES FROM THE MAY 19, 2003 MEETING OF THE PLANNING COMMISSION The Hamburg Planning Commission met this evening in the Council Chambers of the Hamburg Municipal Center with Chairman Leon Balthaser presiding. The meeting was called to order at 7:00 p.m. MEMBERS PRESENT: Leon A. Balthaser, George E. Confer, Dale R. Schlenker, James A. Gilmartin MEMBERS ABSENT: Hank J. Clarke ALSO PRESENT: Jeffrey Smith, Richard W. Boyd-Council President, Roy R. Heffner-Councilman, Roy C. Del Rosario-Mayor (arrived 8:25 p.m.), John Leonforte-Zoning Officer, Lynda G. Albright-Borough Manager (arrived 7:17 p.m.), Denise L. Clare-SecretaryA motion was made by Jim Gilmartin and seconded by Dale Schlenker to approve the April minutes as written. ROLL CALL: Ayes-Balthaser, Confer, Schlenker, Gilmartin Nayes-None VISITORS None NEW BUSINESS None OLD BUSINESS Smith Subdivision-Jeffrey Smith were in attendance regarding the subdivision of his father’s lot on South 7th Street. The plans have been updated in conjunction with the review letters received in April. New review letters have been received from GVC and SDE. The plans appear to be complete. The plans must be reviewed by the Authority for any water/sewer issues. A motion was made by Dale Schlenker and seconded by Jim Gilmartin to grant a waiver of Section 402.1 of the SALDO regarding the scale requirements. ROLL CALL: Ayes-Balthaser, Confer, Schlenker, Gilmartin The final plans will be signed and notarized by the owner of the property before submittal to the county. A motion was made by Jim Gilmartin and seconded by George Confer to recommend to Borough Council to approve the Smith Subdivision plans based on receiving approval from the Authority. ROLL CALL: Ayes-Balthaser, Confer, Schlenker, Gilmartin Nayes-None Copies of the proposed Zoning Ordinance and map were reviewed. There are a lot of punctuation and grammatical errors that need to be fixed. John Leonforte suggested looking at the ordinance in pieces and discuss as a group and then come up with a proposed master copy. Jim Gilmartin stated that the pages need to be numbered. It is hard to know where you are in the book without numbers. Jim Gilmartin further stated that there needs to be some consistency between "Borough Council" and "Borough". This will be looked into to see if both are correct in certain instances or if it should be one or the other only. John Leonforte stated that a professional planner has to review the proposed ordinance before it’s completed and after the revisions have been made by the Planning Commission. Leon Balthaser asked about the required painting of parking space lines. What is the lot is stoned? It was decided that this only applies to hard surfaced, paved lots only. Jim Gilmartin stated that townhouses and street line are not defined in the proposed ordinance but are in the current one. Jim Gilmartin stated that cemeteries are not listed in the proposed book. What about signs for service, civic and fraternal clubs in an R-1 district? The signs could be no larger than 2 square feet like a home occupation in the same district. Jim Gilmartin asked about days-is it calendar days or business days? Lynda Albright stated that now we go by calendar days. Jim Gilmartin suggested adding this to the definitions. John Leonforte stated that a section on billboards needs to be added, there have been requests made recently. The solicitor suggested using Penn Dot’s regulations. When this information is received John Leonforte will bring it to the Commission for review. Jim Gilmartin stated that on the map the codes do not match the narrative in the ordinance and they should. The changes will be made and copies given to the Planning Commission to review further before being sent to the planner. Jim Gilmartin asked what the duties of the Planning Commission are. Lynda Albright stated that it is listed in the Municipalities Planning Code (MPC). John Leonforte stated that the 16th edition is obsolete and we should try to obtain copies of the 17th edition for Planning Commission members. There being no further business, and on motion of George Confer seconded by Dale Schlenker to adjourn the meeting at 9:01 p.m. ATTEST:
