MINUTES FROM THE MAY 6, 2002 MEETING OF THE HAMBURG REC BOARD

The regular meeting of the Hamburg Recreation Board was called to order by President Glenn Powers at 7:00 PM.

MEMBERS PRESENT – Anna Heffner, Glenn Powers, Barry Shollenberger.

MEMBER ABSENT – Scott Kreider

ALSO PRESENT – June Hilbert-Recreation Director, Lynn Ernst-Secretary. Visitor present - Roy Heffner, borough councilman

A motion was made by Anna Heffner and seconded by Barry Shollenberger to approve the minutes of the April meeting. Motion passed. Discussion of one item in the minutes followed, regarding contacting the fire company about the overhanging branches.

BOROUGH MANAGER - The borough manager was absent; there was no report. Lynda had sent pieces of the broken pipe which was causing the leak; also a piece from the baby pool and a book documenting the pool repair project with photos. The members inspected the pipes and documents and were suitably impressed with the work done and the cost.

RECREATION DIRECTOR - The recreation director reported that the Kids Peace organization wants to use the pool again this year; the price was increased and they have accepted. June has spoken with Hershey Foods regarding the two old freezers. They were reluctant to replace them at this time, but have promised to replace both freezers next year. They will stand by the freezers we have and have promised to replace anything which spoils due to any malfunction.

Orientation for all pool employees will be conducted on Saturday, May 18, beginning at 9:00 AM. Employees will be instructed on their duties and all pool regulations. Tonya Gerner will re-certify the lifeguards. Any employees who were not previously certified as lifeguards will work in the food stand until they are certified. The electric service for the pool has not yet been turned on.

June has received many telephone calls from people interested in participating in Community Day. She invited all to attend the meeting on May 13 at the Senior Center. She has contacted the Reading Pops Orchestra regarding an appearance at next year’s program, and they will send a contract to be used to apply for a grant. It was mentioned that Scott Kreider was looking for a country music band as well. June reported that Tina Yoder is willing to become a member of the Rec Board; a letter was to be sent to her.

GRANT PROGRAM – The grant program is on hold because the priority list has not yet been compiled.

OLD BUSINESS – Glenn distributed copies of the schedule for the ball field. He reported that 2 T-ball teams were using the lights for practice; he spoke to the assistant coach who stated he didn’t know this was not allowed. Glenn suggested that a list of rules be included when coaches pick up keys. He also requested that a 3-point line be painted on the basketball court. The crew supervisor will be informed of this request. Glenn mentioned that Lori Moyer is still running her dog on the park and there are numerous bicycles seen on the park. It was noted that the grass on the ball field was reseeded and is growing.

NEW BUSINESS – Anna stated that during a walk around the park, she and her husband Roy noticed a small bridge underneath the railroad bridge. This bridge is in very hazardous condition and should be removed. Glenn will investigate who is responsible for the bridge and if it is on borough property. Also, the stone trail that EPA constructed ends on the park. It was suggested that the continuation of this trail to the railroad bridge be added to the priority list. The Schuylkill Greenway Association could be contacted regarding this project. EPA has constructed a wooden stair platform that goes directly to the river. Glenn mentioned that recently when the river was high, the bottom step of the stairs was completely under water. He believes this is a dangerous situation for small children and suggested a gate at the top of the stairs and something to block the steps at the bottom. The purpose of the steps was questioned; the Property Committee will investigate.

The purpose of the electric line that extends between the craft building and the pool was questioned. Barry inquired whether there was a documented procedure established for the back washing of the pool filters. He expressed concern that an improper procedure could create enough pressure to crack the pipes. Anna suggested donation jars could be placed to collect for pool repairs as they do in Shippensburg.

The hockey light situation is resolved; the hockey association has received money for a scoreboard. Cars are speeding on Franklin Street between the speed bump and the stop sign. Police should be on the scene there between 4:00 PM and 4:45 PM. It was recommended that to avoid damage to the grass, the park mowers be raised to a minimum of 3" for 2 mowings before the Jaycees Family Festival on Memorial Day weekend.

Glenn complimented Kim Berger, the borough office manager, on the "really neat stuff" posted on the TV info channel. He thanked the borough crew for the great job done reseeding the ball field.

Chuck Barr will appear at Community Day. Glenn will approach Mike Heckart regarding the Civil War re-enactment group appearing at Community Day. The next Community Day meeting will be held at the senior center on Monday, May 13, at 7:00 PM.

The next meeting will be held Monday, June 3, 2002, at 7:00 PM. There being no further business, the meeting adjourned at 8:50 PM on motion of Barry Shollenberger, seconded by Anna Heffner.
