MINUTES OF THE AUGUST 15, 2005 MEETING OF THE PLANNING COMMISSION

The Hamburg Planning Commission met this evening in the Council Chambers of the Hamburg Municipal Center with Chairman Roy Heffner presiding. The meeting was called to order at 7:15 p.m.

MEMBERS PRESENT: Roy R. Heffner, Dale R. Schlenker, Neven J. Dries, Heather A. Breininger, Lori M. Guldin, Richard W. Boyd

MEMBERS ABSENT: Sylvia S. Summons

ALSO PRESENT: Deena Kershner, Scott A. Kreider (arrived 7:57 p.m.), John Leonforte, Lynda G. Albright-Borough Manager, Denise L. Clare-Secretary

A motion was made by Rick Boyd and seconded by Neven Dries to accept the July minutes as presented.

VISITORS

Deena Kershner had nothing for the Planning Commission. She was in attendance regarding the redevelopment program.

OLD BUSINESS

The walk around town to select areas for the redevelopment project was held prior to meeting. For those who were not in attendance for the walk, John Leonforte detailed the area to be designated for the project. 3rd Street west to the river, the north side of State Street south to Route 61 to include the Windsor Distributing mall and the park north to I-78. Deena Kershner suggested only going east to Peach Alley instead of 3rd Street since only the west side of 3rd Street would be included. Rick Boyd stated that 3rd Street would have to be included to have the Weaknecht building included. Rick Boyd stated the areas to be done as John Leonforte drew it on a map. They are to start at the river behind the wastewater treatment plant and go south to the Route 61 intersection then east to South 4th Street. North on South 4th Street to Maple Street and then west to Apple Alley. North on Apple Alley to Windsor Street and then west to South 3rd Street. North on South 3rd Street to Port Clinton Avenue. North on Port Clinton Avenue to I-78 and then west along I-78 to the river and then south to the starting point.

Deena Kershner asked Roy Heffner to explain the Blue Print project that Hamburg has been chosen to participate in. This will coincide with the redevelopment project. PNC & Sovereign Bank have put money aside to give back to the Community. This will be the first year for the project. They will be having training for municipalities showing how to develop the community. Deena Kershner filed applications and Hamburg was one of the chosen municipalities. There will be 5 seminars. A banner has been received to let people know about the program. Rick Boyd stated that it will be a holistic approach to development. They will look at population, ages groups, etc. This will work and in hand with the redevelopment project especially in the areas to be redeveloped.

Truck traffic in town was discussed. Rick Boyd stated that someone should get the state to put in another overpass across the river before the State Street bridge is removed.

Deena Kershner stated that recreation and cultural activities are what is being added to communities right now and what is the draw. Manufacturing is a thing of the past.

Roy Heffner suggested that the Planning Commission members look over the area to be redeveloped and brainstorm some ideas. Bring back the ideas for next months meeting for discussion.

John Leonforte stated that he has been in contact with Pauline Binner who owns the property at 302 South 3rd Street. Ms. Binner is concerned with large trucks turning right at the 3rd & Grand intersection. They can’t make the turn and are ruining the sidewalk. Signs have been knocked down as well. John Leonforte suggested signage being added to help alleviate the problem, i.e., no right turn at 3rd & Grand or having a sign on South 4th Street at Grand Street stating to turn left. John Leonforte thinks that large delivery trucks are coming in off Route 61, going North on 4th Street and missing the Grand Street turn. They then continue north to State Street turn left and the left on South 3rd Street and this is where the problem is coming in. Rick Boyd suggested making some streets "local deliveries only" and this will force the trucks a different way. Planning Commission members were asked to give John Leonforte any ideas on this.

Deena Kershner asked if anyone was going to call Ken Pick and inform him of the status of the redevelopment project. John Leonforte will email him.

Rick Boyd asked about high-rise buildings. Roy Heffner stated that they are not out of the question. Rick Boyd also stated that areas of redevelopment should not all be Borough owned properties since they do not generate tax revenue.
