MINUTES OF THE MARCH 2002 PLANNING COMMISSION

The Hamburg Planning Commission met this evening in the Council Chambers of the Hamburg Municipal Center with Chairman Leon Balthaser presiding. The meeting was called to order at 7:16 p.m.

MEMBERS PRESENT: Leon A. Balthaser, George E. Confer, Charles Cuthbert, Hank J. Clarke

MEMBERS ABSENT: Diana L. Edwards, Bryon S. Ruhl

ALSO PRESENT: Gregory L. Kohl, Roy R. Heffner-Councilman, John Leonforte-Zoning Officer, Denise L. Clare-

VISITORS

Greg Kohl was in attendance regarding the Heck Subdivision. All the revisions have been done per the previous GVC letters. The new items will be corrected. A second page has been added for sewer information as required by SDE. No action is needed from the Planning Commission. A brief history of this project was done for Hank Clarke.

Greg Kohl recommended that the section of the zoning ordinance referring to steep slopes should be addressed. Mr. Kohl feels it’s excessive and prohibitive.

A motion was made by Chuck Cuthbert and seconded by George Confer to approve the December minutes as presented.

Roy Heffner stated that regional planning meetings are the first Thursday of the month at 7:00 p.m. in the middle school. At their last meeting, maps were reviewed. Spotts, Stevens & McCoy are heading up the group. A final plan should be completed in about a year.

OLD BUSINESS

John Leonforte supplied handouts for reference for items that need to be looked at for the zoning ordinance update. John Leonforte stated that maps are needed however, the zoning districts should be established prior to doing the maps.

The neighborhood-commercial district was discussed as to what should be included. A survey will have to be made to decide what is non-conforming and when a use changes/ceases the property was be made to conform.

John Leonforte suggested pairing into groups to work on the update instead of everyone going section by section. Everyone will read over the handouts and prepare a list of their concerns/comments for the next meeting.

John Leonforte will contact the fire department and police department for issues that they may have.

Roy Heffner stated that after the regional planning is done regional zoning may be done. The group basically follows along I-78 from Lenhartsville to Bethel.

CORRESPONDENCE

Members received the information for the basic course for Planning Commissioners at home. If anyone is interested they will contact Denise Clare in the Borough Office.

Leon Balthaser read over the notification letter received from Hunt Engineering regarding the I-78 project for Act 14.

The municipal planning code has been updated. We should keep this in mind where doing the zoning ordinance changes.

There being no further business, and on motion of George Confer seconded by Chuck Cuthbert to adjourn the meeting at 8:13 p.m.
