PLANNING MINUTES FROM MARCH 19, 2001 The Hamburg Planning Commission met this evening in the Council Chambers of the Hamburg Municipal Center with Vice-Chairman Bryon Ruhl presiding. The meeting was called to order at 7:00 p.m. MEMBERS PRESENT: Leon A. Balthaser, George E. Confer, Bryon S. Ruhl, Diana L. Edwards, Jeffrey A. MetzMEMBERS ABSENT: None ALSO PRESENT: Richard W. Boyd-Council President, Jeremy Fisher, David Fisher, Charles F. Fitzpatrick, Dale R. Schlenker, John Leonforte-Building Inspector, Charles Cuthbert, Scott A. Kreider, Lynda G. Albright-Borough Manager, Denise L. Clare-SecretaryAt this point, the vice-chairman opened nominations for Chairman. A motion was made by Diana Edwards and seconded by George Confer to nominate Leon Balthaser chairman. A motion was made by George Confer and seconded by Diana Edwards to close the nominations. ROLL CALL: Ayes-None taken Nayes-None A motion was made by Bryon Ruhl and seconded by George Confer to accept January’s minutes as written. A question was asked about the Reppert Subdivision and the road improvements. Lynda Albright stated that it was too costly, since the entire alley would have had to be reconstructed. It was asked if the letter was received from Mr. Donahue regarding that his residence will stay a one family dwelling with no in-law quarters. Lynda Albright stated that we had received correspondence stating that this would remain a single family dwelling. ROLL CALL: Ayes-Balthaser, Confer, Ruhl, Edwards, Metz Nayes-None VISITORS Charles Fitzpatrick was in attendance regarding the Hamburg Family Practice project and their revision to a plan of record. There is a change in the radius and arc on page one. The number is the only thing changing. Berks County Planning Commission does not need to see the changed plan. A motion was made by Diana Edwards and seconded by George Confer to approve the revision of the plan and that it is only a change to the northwest corner curve. ROLL CALL: Ayes-Balthaser, Confer, Ruhl, Edwards, Metz Nayes-None Jeremy Fisher was in attendance regarding the sign he would like to put up at the Hamburg Area Middle School for his eagle scout project. The sign needs a waiver from having to obtain a variance because of the sign is too big. 4 x 8 is requested but to meet the ordinance 12 sq. ft. is allowed. The school board has approved the installation of the sign. John Leonforte recommends approval and has inspected /reviewed the project.A motion was made by Diana Edwards and seconded by Jeff Metz to approve the waiver of a variance being needed per John Leonforte’s recommendation to install the sign as requested. ROLL CALL: Ayes-Balthaser, Confer, Ruhl, Edwards, Metz Nayes-None OLD BUSINESS Revision to a plan of record fees-There should be a separate set of fees for minor changes to plans. Lynda Albright needs a recommendation for the Planning Commission to take to the property committee. Lynda Albright has fee schedules from Bern Township, Perry Township and Pottsville. Bern Township charges $500, Perry $150 and Pottsville 1/2 of original fee paid. Lynda Albright also stated that should review fees go over the amount set, the party requesting the revision would be responsible to pay. Lynda Albright suggested $100 plus costs and fees are non-refundable. Leon Balthaser thinks the matter should be tabled until the next meeting. Diana Edwards agreed with a dollar amount plus any engineering fees, if applicable. Information should be obtained from the county. NEW BUSINESS Lynda Albright recommended introducing the new members and to welcome all of them. Diana Edwards has information on the regional planning meeting she attended. A copy of the minutes were handed out for the Planning Commission members. There being no further business, and on motion of George Confer seconded by Jeff Metz to adjourn the meeting at 7:32 p.m. ATTEST:
