MINUTES OF THE JULY 17, 2006 MEETING OF THE PLANNING COMMISSION The Hamburg Planning Commission met this evening in the Council Chambers of the Hamburg Municipal Center with Chairman Roy Heffner presiding. The meeting was called to order at 7:00 p.m. MEMBERS PRESENT: Roy R. Heffner, Dale R. Schlenker, Sylvia S. Summons, Heather A. Breininger, Richard W. BoydMEMBERS ABSENT: Neven J. Dries, Lori M. Guldin ALSO PRESENT: Ed Geubtner-Mullin & Lonergan, Deena Kershner (arrived 7:03 p.m.), John Leonforte-Building Inspector, Lynda G. Albright-Borough Manager, Denise L. Clare-SecretaryA motion was made by Heather Breininger and seconded by Sylvia Summons to accept the June minutes as written. ROLL CALL: Ayes- Heffner, Schlenker, Summons, Breininger, Boyd Nayes- None VISITORS Ed Geubtner was in attendance regarding the Second Street Redevelopment Area. Ken Pick is on vacation. Ed Geubtner works with Eric Genga at Muller & Lonergan. OLD BUSINESS A letter was received from Greg Kohl regarding the Weidman Subdivision requesting a 60 day extension. A motion was made by Dale Schlenker and seconded by Heather Breininger to grant the extension as requested to Gerald Weidman. ROLL CALL: Ayes- Heffner, Schlenker, Summons, Breininger, Boyd Nayes- None Second Street Redevelopment-New plans were handed out. Changes to the map have been completed to extend the green and yellow areas. Both books (plan and proposal) are considered the redevelopment proposal and should be sent to Borough Council and a public hearing held. The 150’ area along Front Street may need to be added to the acquisition list. John Leonforte stated that the railroad museum was to be kept yellow and not changed to green. This was not included in the original redevelopment area. It will be changed to yellow. The orange area at Fairmount Foundry was changed to yellow west to Front Street and from Washington Street to Pine Street. John Leonforte asked about the Front Street extension. Lynda Albright stated that the sewer line for Wissahickon is located there and the Authority is not responsible for it. The land for the extension to Route 61 is being donated by Wissahickon. Rick Boyd thinks it should be on the railroad bed and not on Wissahickon’s property. It was decided to remove the Front Street extension and change it to orange. A motion was made by Rick Boyd and seconded by Sylvia Summons to accept the present redevelopment proposal with the change of eliminating the acquisition of the area south of Grand Street and further accept the redevelopment proposal as presented with the change of the railroad museum being shown as VC and the property between Washington Street and Pine Street fronting on Front Street be designated 150’. This motion was amended to eliminate #4 of the plan after the words Route 61. ROLL CALL: Ayes- Heffner, Schlenker, Summons, Breininger, Boyd Nayes- None John Leonforte talked to Alan Piper regarding the extension of Grand Street. Plans given are not correct. Alan Piper will submit the correct drawings. John Leonforte will make a presentation to the Reading Area Transportation System to have them on board in order to get funding. Roy Heffner asked if there was anything for the meeting next month. Roy Heffner and Heather Breininger will not be there. The meeting will remain at the normal scheduled time and will be held, if necessary. NEW BUSINESS It was asked if Northmont Avenue will be kept open, north of I-78. John Leonforte stated that a wall is to be installed. Dale Schlenker suggested asking Penn Dot to keep it open even if it would only be used for emergency purposes. CORRESPONDENCE None A motion was made by Heather Breininger and seconded by Sylvia Summons to adjourn the meeting at 7:45 p.m.
