MINUTES FROM THE JUNE 23, 2008 COUNCIL MEETING

The eleventh meeting of the Hamburg Borough Council for 2008 was held this evening at the Hamburg Municipal Center with President Tammy Wilkinson presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Candy Hoffmaster questioned the status of Firetree and the ordinance.

Solicitor Zubey stated that the Planning Commission is in the process of reviewing the ordinance in general.

A motion was made by Jeanette Heckman and seconded by Dale Schlenker to approve the minutes of the Special Meeting of May 29, 2008, the Public Hearing of June 2, 2008 and the regular meeting of June 2, 2008 meeting.

Councilwoman Swavely stated that in the June 2, 2008 minutes her response to Mr. Delong’s question regarding her meeting with the public was that it wasn’t a "private" session, rather it was a more casual setting and the public who would rather not speak at a council meeting could talk about community issues, not just Council issues.

BOROUGH MANAGER’S REPORT

MAY, 2008

The Borough Manager’s report for the month of MAY, 2008 included the following:

Normal day-to-day activities included

Holding staff meetings with supervisors to discuss, provide and receive updates on various projects and issues taking place.

Addressing complaints and other correspondence as needed.

Meeting with John Leonforte, Codes Officer to review and discuss major projects being planned or worked on presently.

Met several times during the month with Guy Ketch, Recreation Director regarding the pool opening, orientation, need for repairs, changes, season tickets, proposed events for pool and park. It appears there was a lack of response to the senior aquatics program for the opening of the pool. We will see if we have any better response for the month of July; if not, the program for 2008 will be cancelled.

Kim Berger and I met with representatives of Pitney Bowes to review proposals for the new postage machine we are required to obtain by the beginning of the new year.

Met several times with a resident on Grandview Terrace regarding installation of the curbing work required to be done prior to street construction.

Met with the Food Stand supervisors regarding some issues they had relative to the new system and new equipment in the food stand.

Kim and I met with representatives of the County and DEP regarding the grant application being submitted for recycling containers. The application process and forms have been revised.

Keith Brobst and I met with Authority Chairman and others to review finances of the Hamburg Municipal Authority as well as other outstanding issues.

Attended two Council meetings, Authority meeting, Finance, Safety, Personnel, Property Committee meetings and the Civil Service Meeting.

PUBLIC WORKS SUPERINTENDENT’S REPORT

MAY 2008

The brush/weeds were cut at the reservoir around the impounding dam.

The 1989, 1996, 2003 and 2005 trucks were serviced as well as the 2001 and 2004 police vehicles.

The sign At Franklin and 3rd Street was repaired.

The pipes at the filter room at the pool were repaired and the gauges were changed.

Prepared the park for the Memorial Day Festivities at the park.

The Fire Company assisted the crew with working on the Little League lights.

Mowed grass at the parks, tot lot, Hawk Ridge park, municipal building, library and borough garage.

Yellow lines were painted on William Street.

Weeds were cut along the roads with the Ford tractor.

Mulch was put around the library, monument and municipal building.

The painting of the crosswalks and stop bars has started.

The weeds were cut at both flood control dams.

Met with the contractor regarding Grandview Terrace, Arthur and Catherine Street.

Water/Wastewater Superintendent’s Report May 2008

Water

The month’s water was split between the surface source and the wells. We have ordered some new valves for #1 filter and will install them as soon as they come in to get it back on line. The dam remains full and overflowing.

The valve at Front and Grand streets was leaking and has been replaced.

We are still waiting for the final version of the NPDES permit to be issued. There have been some comments by EPA and we have found a few things that needed to be addressed. We expect the permit to be issued within the next few weeks.

Wastewater

We have had a follow up visit from the engineers with US Filter. This was at the request of Systems Design to consult on the changing conditions associated with the changing seasons. We have made some operational changes based on their comments and things have become somewhat better. While we have had some problems through the spring effluent quality remained high.

We have televised several laterals that we suspect are leaking in the Ridge Lawn area. We have found one broken and one which had a bit of water flowing but the source was inconclusive.

Flows are extremely low for this time of year and we expect them to decline further. This will require us to take tanks off line which will make us a bit more vulnerable to flow spikes due to heavy rain however we don’t anticipate major problems short of long torrential downpours.

Winter Generator service was here on behalf of JB Electric to address problems with leaks in the generator enclosure. JB Electric was also here to address problems with the new phones but we lost service with Verizon at the same time and JB’s issues remain unresolved.

A shaft broke on the sludge thickener feed pump. A new one is on order and in the meantime we are using all available capacity to hold sludge.

OFFICE MANAGER’S REPORT

MAY 2008

The month of May was spent mainly on park and pool issues. Paperwork for employees, updating the daily documentation, implementing new accounting procedures and assisting the employees with mandated paperwork.

I assisted the Hamburg Police Department with the DARE grant application process on various occasions.

Work had started on the 902 recycling grant application. This application is being completed for reimbursement and payment of new recycling containers. Most of the application had to be completed prior to meeting with DEP and the Berks County Solid Waste Authority. The meeting was held on May 28, 2008. The grant application is due by June 20, 2008.

Met with the Pitney Bowes representative on May 7, 2008 in regards to the mandated upgrade to our postage machine.

On May 8, 2008, attended the County roundtable regarding information as it pertains to the Pandemic Flu.

On May 21, 2008, attended the Disaster Preparedness meeting at the American Red Cross building in Reading.

On May 23, 2008, meeting was held with Joe Kretulskie regarding the street work project scheduled for 2008.

On May 28, 2008, attended the County seminar regarding Shelter Operations as it pertains to EMA’s involvement.

Hamburg, Pa June 23, 2008 7:00 p.m.

The CCR’s (Consumer Confidence Report) for the Hamburg Municipal Authority has been taken to the Windsor Press for printing. Once these reports are received (about 2700 of them) they will be labeled, sorted and mailed out.

The Web page and Municipal Access Channel continue to be updated on a regular basis.

Attended two Council meetings, one special Council meeting, staff meetings as necessary. Minutes were prepared for meetings as deemed necessary.

Building, Zoning and Codes Report May 2008  

Six (6) construction permits and six (6) zoning permits and two (2) paving/sidewalk permits and no (0) occupancy permits were issued in May.  

Major projects ongoing or proposed are as follows:

Catherine, Grandview Terrace, and Arthur St.

All identified curb work has been completed.

Grand Street extension

Plans have been submitted to Penn Dot. We hope to get through the permitting process by summer 2008 and start construction after that, with a hoped for completion date of summer of 2009.

Hawk ridge and South 4th Street

A May 15 meeting with Penn Dot raised additional concerns regarding storm water management at the intersection. Additional design work is required. This should be the last design work for this project. We hope to have the HOP in July.

HAHS field house and bleachers

Work continues on schedule. Completion of project by Fall 2008.

Peach Alley Apartments

Work on the Peach Alley Apartments project (former Wrights Building, at 239 Pine) is progressing.

A fire has resulted in delay of completion. A fall finish is expected.

residential and light commercial

Inspections were completed for residential and light commercial previously permitted, work in the borough.

Property Maintenance complaints of rubbish, weed/ high grass and Occupancy inspections continue to be addressed. Note: From May 1 to date, approximately 25 new Property Maintenance complaints were filed with 14 resolved and 18 still pending.

Fire Safety Inspections

No fire safety Inspection was done this month.

RECREATION DIRECTORS REPORT FOR THE MONTH OF MAY 2008

The month of May continued with staff meetings and additional meetings with Lynda Albright, Kim Berger, Bill Nabozny, Mike Kershner, Rick Pickel and James Gallop of Aqua Serve.

May’s most important event was the opening of the pool in preparation for the summer season. What a shock! The pool had not wintered well. Large amounts of filter sand, etc. had been deposited throughout the pool. The Borough crew, Bill Nabozny, David Wagaman and I put numerous hours into the tedious task of cleaning.

Lynda Albright, Rick Pickel and I met with James Gallop who presented us with a contract proposal of service. He pledged that his performance would be greatly improved. We pointed out to James that he needed to improve his communication and punctuality. This he promised to us. However, shortly afterwards he was tardy once again in his application of chemicals to the pool which slowed the cleaning process.

Bill and I conducted an in-service program and continue cleaning and set-up with the lifeguards on 5/10/08; the food stand in-service was held by Bill and the Supervisors on 5/17/08.

The Memorial Day pool opening went well and the new procedures are progressing. The last week of May was spent teaching new employees their roles. We appear to have an excellent new group of employees this year.

ENGINEER’S REPORT
June 18, 2008

SANITARY SEWER SYSTEM

SEWAGE TREATMENT PLANT ISSUES

The operations within the new wastewater treatment plant continue well. All processes are on line. Systems Design Engineering, Inc. is working assisting the Superintendent with operational questions on an as needed basis.

WISSAHICKON WATER

It is apparent that the plant has closed. Systems Design Engineering, Inc. received a call from Berks County Development for information on sewer and water capacity as they work on potential clients to purchase the facility and lands.

WATER SYSTEM

WATER PRODUCTION

The impoundment dam is full, but overflow is minimal. For this report period water production was mostly from the surface water supply and supplemented from the wells. Plant operator reports that the new control system is vastly improved over the old system and that blending of surface and well water is now possible.

Systems Design Engineering, Inc. is assisting Tony and Keith on maintenance with some flow control valves to the filters.

Water Filtration Plant Control Project – The installation of the new control system is substantially complete. An owner license of the software is the only outstanding issue at this time. Upon receipt the project will be closed.

NPDES Permit Renewal – The final NPDES Permit was received and is being reviewed for accuracy.

PROPOSED WATER LINE REPLACEMENT

Specifications and drawings to replace the water lines in Walnut Street and South 2nd Street are being completed. Bids were received at the March 2008 Authority meeting. Bid tabulations have been completed and presented to the Authority.

Contracts have been prepared and executed. Notice to proceed has been issued.

Core samples were taken on June 13, 2008 every 100 feet on 2nd and Walnut Streets. Field analysis of the samples by EPA technicians showed that the samples were relatively low in lead levels. One area had slightly higher levels, but still below the threshold of concern. Three composite samples are being sent to a laboratory to verify the EPA hand held monitor. After verification of the samples, we believe the project may continue using standard methods of construction.

MET ED SUBSTATION

The land acquisition sale option has been reviewed and executed. Systems Design Engineering, Inc. is supporting Met Ed’s request for information when received.

REQUISITIONS

Most May bills are being paid from the water, sewer and fire hydrant accounts.

One requisition will be presented for engineering items for closeout and as-builts of the WWTP projects.

 

ROAD COMMITTEE REPORT 6-02-08

 

In Attendance: Martha Bertolet, Elaine Swavely, Dale Schlenker,

Roger Stetzler, Rick Pickel – Public Works Superintendent; Lynda Albright – Borough Manager; John Leonforte – Building Inspector

On Grandview Terrace at Greenawalts driveway, a longer yellow line was requested on either side. A 2’ line was put there and the committee feels it is OK.

3rd & Pine traffic signal – a letter from Penn DOT states the buttons to cross are not working properly even though the signal works OK. Telco will be contacted.

A request for additional engineering services at 4th & Hawk Ridge would be about $6000. The committee recommends putting that on hold until another meeting can be arranged with the Engineer to get a better idea about cost and what will be involved.

The water plant closing will not affect the Grand Street EXT. The wheels are still turning.

Grandview Terrace, Catherine & Arthur – work should be starting later this year to reconstruct the streets.

I attended a meeting on May 21st at the Tilden Twp. Building with The Reading Area Trans. Study – (old Rt. 22 corridor) group. Some of the boroughs and townships have locally owned parts of Old Rt. 22. The discussion was about how to get funding from the state to help maintain the road. Old 22 through Hamburg, is state owned.

PROPERTY COMMITTEE

JUNE 10, 2008

MUNICIPAL CENTER – 3 PM

The Property Committee recommends to Council approval and advertising of the Property Transfer Fee ordinance.

The Property Committee recommends to Council an increase of zoning hearing fees to $750.00, effectively immediately to cover increase of costs.

Lynda will contact Allied Waste for costs involved in having a "fall clean-up" for selected items, in addition to normal trash collection.

Property Committee recommends to Council the approval of the Hamburg Ambulance Association be allowed to purchase fuel, through the Borough’s contract with PennPride. The association will receive cards indicating which vehicles received fuel and the monthly statement will indicate the billings and the Borough will then bill the association. It was suggested the Hamburg Fire Co. be contacted and offer this option to them.

Lynda will follow-up on the continued "graffiti" issues in the Borough.

Aqua Serve, supplier of chlorine and pesticides for our pool, has been very lax in their contract with the Borough. Many calls have been made to the company and very little response has been forthcoming. Lynda will begin the licensing for our Borough employees so we can handle the chlorine and pesticide issues after certification and alleviate this problem in the future.

There is a report of sand being found in the pool? Broken pipe? We are searching for the problem.

John Leonforte has reported continuing safety problems with the Strand Theatre. This has been an on going problem which was brought to our attention by people attending the movies, etc. The owners have been given until 6/20/08 to correct the heating/electrical/handicap problems. If the problems are not rectified until that date, Hamburg and the Pa. Dept. of Labor & Industry will be forced to close the doors until corrected.

The Property Committee will meet at the Hamburg Pool to view areas for a possible deck, using the natural shade trees. The funding will come through funds raised by the Recreation Board.

An increase of Swimsuit reimbursement will be recommended for next year to all lifeguards employed by the Borough. The reason being, standardization of all suits will be implemented.
