MINUTES FROM THE MAY 8, 2006 MEETING OF BOROUGH COUNCIL

The ninth regular meeting of the Hamburg Borough Council for 2006 was held this evening at the Hamburg Municipal Center with President Tammy Wilkinson presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

BOROUGH MANAGER’S REPORT

APRIL 2006

The Borough Manager’s activities for the month of APRIL, 2006 included the following:

Held staff meetings with supervisors to discuss, provide and receive updates on various projects and issues taking place.

Addressed complaints and other correspondence as needed.

Met at various times of the month with John Leonforte to review various building projects and code enforcement issues he is working on. Of primary concern was the North Crescent Avenue and North 4th Street curb and paving project. With bids for paving being awarded to EJB Paving, paving is scheduled to commence the beginning of May, 2006.

Worked with and provided information to the Borough Solicitor, Authority Solicitor, Engineer and bond counsel to facilitate the $4,230,000 bond issue being undertaken by the Authority as a result of the sewer plant expansion and upgrade.

Interviewed and hired a water meter reader on behalf of the Authority.

Worked with Kim Berger, Office Manager to prepare a Handicapped Parking Police as well as surveying the Borough to create a listing of current handicap spaces being utilized.

Attended the mandatory pre-bid meeting for the pool renovations; opened pool bids on April 27th and bids have been turned over to the pool consultant for his review and recommendations for award. Barring any unforeseen problems, the bid will be awarded at the May 8th meeting of Council.

Representatives of Council, EPA and I met to get an update on some of the projects they are working on in the Borough.

Chief Painter, Councilman Roy Heffner and I met with PennDOT representatives to discuss the upcoming phase of the I-78 project. North 4th Street Bridge being removed shortly, followed by the North 5th Street Bridge.

Met with Deena Kershner, OTF Manager to discuss the vault project, which was awarded at a special meeting of Council.

During the month, attended two regular and one special meeting of Council, one regular and one special meeting of the Hamburg Municipal Authority, Recreation Board, Finance, Property, Road, and Safety Committee meetings.

PUBLIC WORKS SUPERINTENDENT’S REPORT

APRIL 2006

The crew cut down the trees in the sidewalk area on 4th Street and State Street for the OTF.

Removed the salt spreaders from trucks.

The crew continues to cold patch around the borough.

The crew flushed fire hydrants during the first week of April.

The inlet on North Crescent Avenue was repaired.

The fire hydrant on Crescent Avenue was rebuilt.

The crew repaired ½" water line for Rite Aid and the ½" curb stop on North 4th Street.

Met with the contractors for the swimming pool project as well as for the paving project on North Crescent Avenue.

The mowing season has kicked off with vengeance as well as the maintenance at the park.

The vandalism has already started at the park. The fence was repaired as well as the Little League Food stand doors.

The swimming pool was emptied and we await the renovations to begin.

Water/Wastewater Superintendent’s Report April 2006

Water
      Things were looking pretty bleak for surface water for most of the month even though all water for the month came from the dam. We
recorded 2 ¾ inches of rain at the water plant the weekend of the 21st, which filled the dam nicely. There is still concern about the surface supply and the state has declared a drought watch.

      Fire hydrants were flushed with generally good results.

      There was a large water main leak on Friday the 20th. A service line blew out of the main on South 4th Street. 

      This turned out to be a tough weekend when the streaming current monitor started to misbehave Friday evening. Tony got it under control but the next morning it didn’t adjust after a backwash and again needed some attention. It has been fine since then.

      The Act220 Water withdrawal Report has been submitted to PaDEP as well as a report on our Public Notification Plan.

Wastewater

      The general contractor is moving right along on the WWTP but the project at the pumping station is at a standstill while we wait for parts and equipment to arrive.

      Video Pipe Services has arrived and started televising and pressure testing the sewer mains. We are working between Pine and Franklin Streets and have found little in the way of leaking joints however we have identified several leaking laterals and house sewers.

      On the operations side we are still fighting settling and ph problems. There were 2 minor permit violations during the month, both for low ph.

OFFICE MANAGER’S REPORT

APRIL 2006

Throughout the month, I spent a great deal of time working with the Software Company and Engineer working on various reports needed by the Engineer. I also spent a lot of time working on the server problems we have been experiencing.

Met with members of the police department discussing various issues.

I continue to work on workman’s compensation claims, which have not been paid by our carrier. I am moving towards a resolution to these claims in the near future.

We have received various applications for the part-time clerk/receptionist position and we have reviewed them. Interviews will be held the first week of May.

A handicap parking survey was completed and a spreadsheet was developed.

The office assisted the auditor with various information to perform the Authority audit.

During the various water leaks, the office fielded a lot of calls.

I worked on information for Community Day to assist them with information for the Yard Sale.

Updates to the Web and Municipal Access Channel continue.

The spring weather has brought complaints about weeds in the borough. I have contacted the landscaper to take care of the "problem" property.

Various letters of complaints and other correspondence was completed.

Building, Zoning and Codes Report
April 2006

Seven construction permits and eight zoning permits were issued in April.

Major projects ongoing or proposed are as follows:

Hamburg Commons, Rite Aide and Arby’s site work paving is done. Intersection work is progressing.

Paving work for N 4th St and N Crescent Ave. has begun, with work to completed by June 1, 2006.

The former Wrights building, at Pine and 2nd St, has been purchased and is being cleaned up, secured and

repairs are being done. Preliminary plans for development have been shown to the planning commission.

Penn Dot 78 construction project is progressing.

Sewage Treatment plant upgrade has begun.

Barry Isett has been contracted to perform a preliminary study to determine the feasibility of a ramp/ jug handle

From Rte 61 to Front Street. Wissahickon Water company has offered to pay for the study and donate the land for the street.

Inspections were completed for residential and light commercial, previously permitted, work in the borough.

Property Maintenance complaints of rubbish, and Occupancy inspections continue to be addressed.

Community days will be July 28 & 29th.

The Property Committee recommends, to Council, the purchase of a Pink Dogwood for $229.50, to be placed at the Monuments on and & State Sts.

The Borough Solicitor is finalizing the Park, Pool policy and fees for use of the park; initiate this summer.

Bids for the pool renovation will be opened this Thursday, and barring any unforeseen problems, will be awarded at the May 8th council meeting.

The new lighting at the park has been completed.

The above-mentioned representatives from EPA informed the Property Committee on the progress of the clean up in town. Going to be here a while.

An amendment has been added clarifying the responsibility of the Borough to the Agreement of Understanding concerning the OTF Streetscapes process.

Lynda will advertise, for bids, to sell the 1988 Chevy Dump truck.

Mike Kershner will be contacted to supply electric to illuminate the Etchberger Memorial.

Personnel Committee

May 2, 2006

Attending the meeting were Elaine Swavely, Lynda Albright, and Martha Bertolet.

On the recommendation of the Personnel Committee, request council take action to appoint Betty Angstadt, and Sandra Maurer to the Rec. Board. effective immediately.

On the recommendation of Personnel Committee, request council take action to hire Viv Zweizig and Nathan Mengle as employees at the Park food stand for the summer.

Chief Painter has a lead on the person or persons responsible for the park vandalism.

Lynda will be working on a policy for supervising personnel who are called out on a holiday for emergency situations. The committee recommended a time and half for such a situation.

Our recreation Director will be moving out of the area in August. The committee is recommending to begin advertising for someone to be considered for the position before June leaves so that June can give them some details of the job requirements.

ROAD COMMITTEE – April 3, 2006

Present: Roger Stetzler, Roy Heffner, Elaine Swavely, Dale Schlenker, Martha Bertolet, Tina Yoder, Tammy Wilkinson, Chief Michael Painter, John Leonforte, Richard Pickel and Lynda Albright

Also present: Residents from Catherine, Arthur, Church & Grandview Terrace

Residents were present to voice their feelings about the proposed parking and traffic restrictions. A 90-day trial period for stop signs at Catherine and Church Street and parking on one side of Catherine, Arthur & Grandview Terrace was suggested. After 90 days, this will be reviewed. A letter will be sent to the residents for another meeting.

Chris Madera requested a bus stop on N 4th Street with a cut of 4 feet into the sidewalk to make room for a small bus to pull over pending PA DOT.

The S. 4th and Woodland Road project is awaiting the estimate from the engineer.

On the recommendation of the Property Committee, a motion was made by Dale Schlenker and seconded by Roy Heffner to hire the firm of Eastern Air Balance to balance the HVAC system and make other repairs/adjustments as required by their proposal for a total amount of $99,650.00.
