MINUTES OF THE JANUARY 23, 2006 MEETING OF BOROUGH COUNCIL

The second meeting of the Hamburg Borough Council for 2006 was held this evening at the Hamburg Municipal Center with President Tammy Wilkinson presiding. The meeting was opened with Pledge of Allegiance to the Flag and a Prayer.

Members Present - Tammy Wilkinson, Tina Yoder, Martha Bertolet, Dale Schlenker, Elaine Swavely, Roger Stetzler, Roy Heffner

Members Absent – None

Also Present – Solicitor Masano, Solicitor Zubey, Lynda G. Albright, Borough Manager, Kim Y. Berger, Recording Secretary, Mayor Roy C. Del Rosario (7:40 pm.)

A motion was made by Dale Schlenker and seconded by Tina Yoder to approve the amended agenda.

This is to inform the public that Borough Council held a work session on Monday, January 9, 2006 at 3:00 p.m. with the solicitor to discuss police personnel issues.

ENGINEER’S REPORT
January 18, 2006

SANITARY SEWER SYSTEM

SEWAGE TREATMENT PLANT ISSUES

The wastewater treatment plant is operating near normal. The sludge dewatering continues to be used as required. It continues to be a time and cost saver in running the plant. Maintenance items are being completed with the time not used to run the belt filter press.

WWTP PROJECT

Bids were received for the wastewater plants on December 16, 2005. The Board reviewed the bids on December 21, 2005 and at a special meeting on December 28, 2005. Due to the cost of the projects as bid, it was determined to reject all bids and re-bid the wastewater treatment plant eliminating the sludge reduction process along with other cost reduction items. The sludge reduction process return on investment was too high to consider.

Systems Design Engineering, Inc. has revised the bid documents per direction of the Board and has advertised for re-bid on January 18, 2006. Bids will be received on February 17, 2006 for the wastewater treatment plant projects.

PUMP STATION PROJECT

Bids were received for the Pine Street Pump Station on December 16, 2005. The Authority has issued the "Intent to Award" to:

General/Mechanical Contract Pikeland Construction, Inc.

Amount of Contract: $585,000.00

Electrical Contract Pagoda Electrical, Inc.

Amount of Contract: $206,000.00

Contract documents will be presented at the Authority meeting for execution. The Award and Notice to Proceed will be issued thereafter on January 19, 2006.

CORRECTIVE ACTION PLAN and I/I WORK

Systems Design Engineering, Inc. is continuing dialog with DEP on the Connection Management Plan. The 2005 Report is being prepared.

Contact with Lisa Trakis from the EPA was accomplished to coordinate EPA and PA DEP schedules. No further response has been received.

Work has been substantially completed on the repair project on the collection system as identified in the past year’s inspections and televising.

WISSAHICKON WATER

The capacity letter was written by Systems Design Engineering, Inc. per Authority direction. The Solicitor has reviewed the letter. The letter is attached for review by the Authority.

PROJECTS

Design of the force main upgrade of the Edenburg Pump Station. The project is being submitted for a DEP amendment to the Pump Station.

WATER SYSTEM

WATER PRODUCTION

The impoundment dam is full. Currently all water production is from surface water.

Systems Design Engineering, Inc. continues to work with Plant Personnel on new and proposed regulations that may affect the System in future.

WELL 5

The control changes made have shown significant improvement to the pressure and flow characteristics from Well 5. This change should complete this project.

A recent inspection by DEP noted that they want an application filed on the cyclonic separator installed nearly 2-3 years ago. Discussions with DEP have indicated that a minor amendment to the water permit should be filed. Systems Design Engineering, Inc. is progressing with the permit amendment per direction of the Authority.

WATER PROJECTS

Systems Design Engineering, Inc. works with staff on minor operation and maintenance issues as required.

Reviewed the "Do Not Enter" sign issue at Lemon Street. Sign was twisted and was difficult to see if trying to enter. Sign has been straightened.

Port Clinton Avenue and Williams Street intersection. Speed coming into the borough from Port Clinton Avenue will be reduced to 25 mph. The request for stop signs has been tabled.

The criteria for a handicap parking space was reviewed.
